Summary

The Chief Technology Officer (CTO) serves as principal advisor and consultant to senior leaders for major information technology architecture issues affecting the DEA; these include but are not limited to DEA's technology strategy, innovation, and modernization initiatives. The CTO ensures that all IT capabilities directly enhance the agency's operational effectiveness in dismantling drug trafficking organizations.

The CTO ensures consistency and sets standards in the selection, design, architecture, leads the development of the DEA IT Technology Strategic Plan, demonstrating a coherent DEA technology strategy supporting the DEA's mission and related operational technology and in alignment with the overall DEA Strategic Plan. Leads strategic sourcing analysis of DEA's technology products and services, continuously assessing opportunities for optimizing the methods and relationships TC uses to acquire products and services.

  • Plans and leads DEA technology solutions across the span of responsibilities within TC and in support of DEA's missions. Provides a documented vision to ensure the right information technology (IT) infrastructure, policies and services for DEA and employs best-in-class technologies.
  • Conducts expert level technical research to identify and recommend innovative emerging techniques, technologies, and products that will be successfully implemented across the DEA organization with positive results.
  • Strengthens interoperability and data-sharing among DEA field divisions, intelligence community State and local, Federal, and international partners.
  • Leads enterprise initiatives to advance digital forensics, cyber investigations, and emerging technology capabilities that enhance mission outcomes.
  • Fosters partnerships with other federal agencies, law enforcement entities, and private sector innovators to accelerate technology development and deployment.
  • Direct the development and maintenance of the DEA enterprise architecture, ensuring that it provides the appropriate level of detail to support governance processes and decision making.
  • Uses a deep understanding of successful digital transformation both inside and outside the government, including user-centered design and development practices and modern consumer Internet technologies, to lead major initiatives, provide consultation on systems or policy proposals, and provide technical, policy, and programmatic guidance to senior leaders.

Qualifications

Qualifications include both general management skills and characteristics that are applicable to all Senior Level positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management, and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position. Applicants must meet the qualification requirements by the closing date of this announcement. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position.

TECHNICAL QUALIFICATIONS (TQs)

: Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

  • Mastery of and expert skill in applying advanced Information Technology and technical principles and concepts to optimize networks, applications, storage and cloud environments, artificial intelligence.
  • Demonstrated skill in advising senior management on global IT and technical matters, strategic alignment of projects with mission objectives, project prioritization and selection, and metrics selection and performance to effectively support the overall goal of improving DEA's enterprise IT.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

Education:

All academic degrees and coursework must be from accredited or pre-accredited institutions.

Mobility

: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.

Direct Deposit

: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.

Drug Testing Is Required For This Position.

Applicants who are found, through investigation or personal admission, to have experimented with or used narcotics or dangerous drugs, except those medically prescribed, will not be considered for employment with the Drug Enforcement Administration (DEA). Exceptions to this policy may be made for applicants who admit to limited youthful and experimental use of marijuana. Such applicants may be considered for employment if there is no evidence of regular, confirmed usage, and the full-field background investigation and results of other steps in the process are otherwise favorable.
