The Colorado Department of Early Childhood (CDEC)

ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

Business Operations, Innovation, Technology, \& Security (BITS)

has 4 crucial teams responsible for the entire agency technology portfolio. The 4 teams manage CDEC's information technology, infrastructure, operations, projects, \& enterprise applications. BITS coordinates daily with all of CDEC, the Governor's Office of Information Technology (OIT), and technology service providers in support of the CDEC mission. Our vision is to be the most tech-forward, user-centric agency in the State of Colorado by identifying, implementing, and managing solutions that are sustainable, interoperable, \& secure.

The Business Operations Team

is focused on providing the technology resources, processes, and systems necessary for CDEC to function effectively. This is primarily achieved through the procurement, provisioning, and management of all technology infrastructure [software \& hardware] across the CDEC portfolio for our customers. Business Operations supports the CDEC mission through identifying, implementing, and managing technology solutions that are sustainable, interoperable, \& secure. This team is primarily focused on Keeping Services Operating (KSO); however, they are at the forefront of CDEC-wide modernization and ensuring that all technology resources are aligned with the overall strategy \& mission. These solutions will be established in support of the standards and vision established by the Governor’s Office of Information Technology whenever possible. Business Operations’ primary customer \& end user is the CDEC staff. This team provides critical support and resources across CDEC that ultimately allows the entire staff to focus on service delivery. Their primary partner in technology solutioning is OIT.

Description Of Job

What you’ll be doing:

This position is an experienced front-end web developer tasked with utilizing an Agile, iterative approach in unifying, aligning, and maximizing the entire CDEC web presence for the agency. This is achieved through the application of the United States Web Design System (USWDS) principles, code, and guidance standards. This position is responsible for the user interface (UI) and user experience (UI) of the digital portfolio by ensuring all websites are accessible, visually appealing, easily navigable, responsive to all devices, and engaging. This role will be primarily responsible for the agency achieving all necessary American Disability Act (ADA) and Website Content Accessibility Guidelines (WCAG) required by law.

Major Job Duties Include, But Are Not Limited To

  • This position's primary duty is keeping the CDEC services operating. The digital portfolio shall be available, online, and accessible by end users at all times.
  • Manage the overall health of the digital portfolio by ensuring that the front-end of all assets are navigable, engaging, user-friendly, and up-to-date at all times through monitoring of UI/UX web metrics (e.g., uptime).
  • Address site performance issues by identifying issues and debugging all identified issues.
  • Serve as the primary authority of website accessibility per Web Content Accessibility Guidelines (WCAG). If/when WCAGs are updated/changed, the Webmaster will be proactive and ensure full understanding of the impacts and steps needed to maintain full compliance into the future while meeting all required deadlines.
  • Ensure the digital portfolio and all web operations are in alignment with BITS, OIT, USWDS, and industry best practices.
  • In partnership with the Business Operations Manager and BITS Director, be proactive to ensure all web operations are in full compliance and support of BITS technology infrastructure, including performing process analysis, documentation, recommendations, and making process and configuration changes to one or more operating functions.
  • Using operational knowledge and experience, and in collaboration with the Product team, serve as the operational lead in identifying and addressing UI/UX issues through tactical execution.
  • Foster and champion, an Agile and iterative approach to all improvements, enhancements, and updates to CDEC web operations. While using reasonable discretion (e.g., ensuring there are no security or WCAG violations), prioritize speed over all other factors in their decisions and actions, thereby maximizing the opportunities to iterate based on user feedback.
  • Utilizing identified metrics, this role will measure, identify, and analyze the front-end health of all CDEC websites and respond accordingly.
  • Establish , maintain, and work to resolve the CDEC website backlog. The role is expected to utilize user stories and/or personas rather than requirements.
  • Collaborate closely with the Product team and Back-end Web Developer to ensure alignment of decisions, impacts to the entire portfolio, and ensure the completion and distribution of release notes.
  • This role will be assigned as the operational lead for various in-scope projects, outcomes, and directives that advance the BITS Vision of rationalization.
  • Performs other duties as assigned

  • Four (4) years of full-time professional work experience in web-based roles such as webmaster, web engineer, web developer, or web architect role including direct experience with a diverse population of end users; which must have included the following

+ At least two (2) years experience in enterprise-level Content Management System (CMS) platforms.

+ At least one (1) year comprehending, implementing, managing, and updating American Disability Act (ADA) and Website Content Accessibility Guidelines (WCAG).

OR

Education \& Experience

  • Bachelor's Degree in Business, Software, or Technology; which must have included the following:

+ At least two (2) years experience in enterprise-level Content Management System (CMS) platforms.

+ At least one (1) year comprehending, implementing, managing, and updating American Disability Act (ADA) and Website Content Accessibility Guidelines (WCAG).

Preferred Qualifications

  • Direct experience working with Technology Operations, Technology Service, Technology Development, and Product teams.
  • Complete fluency in HyperText Markup Language (HTML), Cascading Style Sheets (CSS), and JavaScript.
  • Demonstrated experience with enterprise-level Software as a Service (SaaS), Confluence, JIRA, Human Capital Management (HCM), Learning Management Systems (LMS) and/or Customer Relationship Management (CRM) platforms.
  • Demonstrated career background \& experience in supporting system integrations of cloud platforms, SaaS, HCM, LMS, and/or CRM including single sign-on (SSO).
  • Demonstrated experience in unification efforts to streamline, standardize, and rationalize websites/digital portfolio.
  • Demonstrated experience implementing mobile-forward, green digital design principles.
  • Demonstrated experience in modernizing a digital portfolio to achieve artificial intelligence (AI) optimization.
  • Secondary in Computer Science, Computer Science, Information Technology, Information Systems, or a related field.

Highly Desired

  • Add Certifications to application: Cloud platforms, GCP/AWS/Azure/Salesforce.
  • 3\+ years of experience with web platforms including Salesforce, Drupal, BridgeCare, Tableau, Cornerstone, WordPress, Squarespace, and/or Google Sites.
  • Experience in utilizing Agile ceremonies and/or rapid prototyping of web products.
  • Demonstrated ability serving as a digital portfolio/web-based product owner including establishing, maintaining, and resolution of backlog[s].
