At i360technologies, we deliver business consulting and technology solutions that support the mission of federal agencies. We are seeking an experienced
Senior Business Analyst (BA)
to support a federal low-code application development program. This role serves as the primary bridge between client stakeholders and the Agile delivery team, translating business needs into actionable requirements, managing the product backlog, and ensuring successful delivery of user-centered solutions.
The ideal candidate combines strong federal business analysis expertise, Agile delivery experience, stakeholder management skills, and the ability to transform complex workflows into clear, testable user stories and functional solutions.
Key Responsibilities
- Lead stakeholder discovery sessions to understand business processes, workflows, personas, and operational challenges.
- Translate business requirements into prioritized epics, features, and user stories with clear acceptance criteria.
- Collaborate with the Product Owner and project leadership to maintain and prioritize the product backlog.
- Develop and maintain end-to-end story maps, user journeys, workflow diagrams, and wireframes.
- Facilitate backlog refinement, sprint planning preparation, and Definition of Ready reviews.
- Serve as the primary liaison between client stakeholders and the Scrum team, ensuring continuous feedback and alignment.
- Validate delivered functionality against business requirements and acceptance criteria.
- Support data mapping, business process analysis, and integration requirements.
- Author and maintain user guides, workflow documentation, and training materials.
- Support User Acceptance Testing (UAT), defect triage, and stakeholder sign-off activities.
- Provide backlog, sprint, and deliverable status updates to project leadership.
Required Qualifications
- Bachelor's degree in Business, Information Systems, Computer Science, or related field.
- 5\+ years of Business Analysis experience supporting federal IT programs.
- Experience participating in at least one full Agile software development lifecycle.
- Proven ability to conduct stakeholder interviews, workshops, and requirements discovery sessions.
- Strong experience creating user stories, acceptance criteria, and managing backlogs in JIRA.
- Experience facilitating backlog refinement, sprint planning, and Agile ceremonies.
- Ability to create process flows, story maps, wireframes, and user journey documentation.
- Strong written and verbal communication skills with executive, technical, and business stakeholders.
- Experience developing user guides, training materials, and business process documentation.
- Familiarity with Scrum and Agile delivery methodologies.
Preferred Qualifications
- Experience with Unqork or other low-code/workflow automation platforms.
- Knowledge of role-based access controls (RBAC/ABAC), case management, and workflow-driven applications.
- Experience supporting federal transportation agencies (DOT, FMCSA) or similar regulatory environments.
- Experience contributing to ATO/A\&A activities, UAT planning, or compliance documentation.
- Certifications such as CBAP, PMI-PBA, SAFe POPM, Certified Scrum Product Owner (CSPO), or Scrum Master.
- Experience with Figma, Miro, Lucidchart, or similar wireframing and process-mapping tools.

- Ability to obtain and maintain a federal Public Trust (suitability) clearance
- Must be able to pass a federal background investigation
