Job Description
The Director of Compliance is responsible for corporate compliance for all files as well as knowledge of laws which affect this type of property as well as the. This includes all companies managed LIHTC and HUD properties that require government auditing and reporting, such as Section 8, Public Housing, Low Income Housing Tax Credit, Tax Exempt Bond Program, HOME Program, Housing Trust Fund Program.
Duties And Responsibilities

Program / Operational Responsibilities
------------------------------------------
- Oversee and support the review of files for approval of potential residents sent from properties and return with findings in a timely manner. Share report with leadership and track and close out all findings within 30 days.
- Help establish systems to track and ensure efficient move in timelines are met each month to close the month at all properties at 98% of higher.
- Create and maintain file review checklist, conduct and oversee the review of files and audits on site on a quarterly basis.
- Lead the transition of all files to an electronic review format.
- Establish and verify company standards to ensure that verification requirements meet or exceed government regulations and audit recommendations.
- Maintain affordable housing program requirements in Texas and maintain a monthly reporting system.
- Track the Utility Allowance updates and lead the effort to ensure those studies are completed timely either in house or through 3rd party.
- Assist in property takeovers, provide initial property assessment and set-up on our monthly compliance reporting system.
- Act as primary company representative between state agencies and properties in all matters related to compliance.
- Ensure the establishment and maintenance of a historical journal for each property, to include new rent limits, utility allowances, and correspondence with state agencies, along with other appropriate documentation.
- Implements in-house systems as projects flow from development, asset management, and property management to ensure compliance all along the way.
- Keeps current on all updates and changes in affordable housing programs and requirements.
- Assists with the distribution of information, along with any needed explanation regarding the impact of changes to key property operations staff.
- Implement quality control structure to include sampling each month to ensure minimal to no audit findings yearly.
Compliance \& Reporting

- Oversee all compliance policies, procedures, and processes.
- Maintain Compliance Matrix for portfolio to share with the team on compliance benchmarks for each community.
- Maintain compliance records per property and oversee monthly reporting as required by state agencies and internal policies and procedures. Oversee annual reporting as required by state regulations for each property.
- Administer the filing and storage of compliance records.
- Prepare monthly compliance checklist reports for on-site personnel.
- Maintain records for Compliance Department.
- Lead all software issues to include initial set up in the system and any resolutions that pertain to compliance issues.
- Ensures that required certifications are completed on or before due date.
Leadership \& Supervision

- Oversee and lead a team of property managers in appropriate determinations of eligibility for potential residents as required by the applicable regulations appropriate to specific programs by property.
- Provide information about training seminars annually, lead lunch and learns on various trends and law changes to on-site personnel and Team Members; make recommendations concerning specific training requirements for under-performing property staff.
- Track certifications of on-site staff to ensure all property managers are certified and maintain the certification while working on Housing Alliance projects.
Budget \& Resource Management

- Oversee the calculation and distribution of rents and utility allowances to properties as needed.
Guidelines

- Provide support and training to properties which deal with all aspects of Affordable Housing compliance. The information and recommendations will be provided for internal and external contacts and will be made on a timely basis.
Physical Demands/Work Environment

- The employee’s job is intermittently sedentary but requires mobility (i.e. climbing stairs) to tour and inspect properties.
- Will use some repetitive motion of hand-wrist in using computer and typewriter.
- Must have normal range of vision to complete paperwork and review documentation; hearing and speech to communicate with executives, employees, co-workers, vendors, contractors, agency representatives, etc. on the telephone or in person on a regular basis.
- Work involves the normal risks or discomforts associated with an office environment, and those associated with the on-site inspection of buildings, construction sites, etc. The employee may be exposed to hazardous conditions and weather extremes.
Qualifications, Knowledge \& Experience

- B.A. in Business or related degree preferred.
- Strong experience within the property management industry.
- HCCP, COS, TCS, SCHM, and RD certifications required, or obtained within 6 months of hiring.
- 7 years’ experience in government housing, Section 42 Tax Credit Program, Rural Development, HUD, HOME, Pra811, CDBG
- Demonstrated ability at leading and building teams.
- Ability to write well and communicate effectively in writing.
- Strong organizational skills to include updating systems with clarity.
- Ability to work with cross-functional groups (operations)
- Proficiency with OneSite property management software
- Proficiency in MS Office and Teams environments
- Skilled with the ability to relate well to people from diverse backgrounds.
- Ability to interpret and understand financial information.
- Ability to communicate clearly both verbally and in writing and advocate for affordable housing.
- Ability to understand regulatory agreements and compliance regulations.
- Ability to provide technical assistance on complex issues in a simple, straight-forward manner.
- Ability to work as a part of a team with a participatory style.
- Takes initiative and can work independently in a manner that protects and ensures company growth.
- Actively portrays a positive attitude, professionalism, and integrity.
- Ability to be self-motivated and add value to the company without supervision.
