Position Overview/Duties
About this Position:
At the full performance level of this position, you will perform advanced welding duties in support of Martime Repair work for the Navigation Division or the US Army Corps of Engineers Portland District.
Key Duties
At the full performance level of this position, you will be:
- You will be required to weld experimental, new metals, dissimilar metals and various alloys of steel and aluminum, often required to modify or establish new welding processes/procedures to meet new installations and effect repairs.
- You will perform a variety of welding/fabrication/repair duties including, but not limited to, using electric, acetylene, and/or inert gas shielded welding processes.
- If selected at the WG-8 or WG-10 level the position will be development to the full performance level of the WG-11 position.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Qualifications
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a Welder without more than normal supervision.
At the GS-11 level you must have the ability to perform the full range of duties such as complete the accomplishment of work assignments on a maritime vessel such as welding/burning related processes including manual, automatic, electric, arc/inert, gas shielded, gas torch or similar welding processes to repair, modify or fabricate equipment. You will also have the ability to work with white iron casting and anti/abrasive epoxy.
At the GS-10 level you must have the ability to perform common duties as welder, show skill in repair, modify or fabricate all types of metal and alloy parts, working processes such as pre-heating, brazing, flame-cutting, heat treating, bead or tack welding, and the use of templates and jigs as needed to bend and cut metal of various shapes, sizes, and thickness; use blueprints, sketches, work orders, specifications, or other guides to plan, layout, and work orders to complete assignments. be familiar with the Industry Standards of the United States Coast Guard (USCG) and American Bureau of Shipping (ABS) welding requirements.
At the GS-08 level you must have the ability to perform some Welder duties, show skill with a variety of manual welding processes; set up welding equipment and make the required welds based on instructions; perform a variety of weld techniques.
- Physical Effort: Incumbent may be required to stand, walk, stoop, bend, kneel, climb and crawl. Works in awkward or cramped positions when welding in hard-to-reach places or when accomplishing other installation and repair work. Frequently handles objects weighing from 20 to 50 pounds and occasionally handles objects weighing more than 50 pounds.
- Working Conditions: Performs work primarily outdoors, but also inside. Work is performed inside restricted confined spaces, shipboard, and the industrial plant complex. Outdoor work is subject to temperature and other weather extremes typical of the local climate. Inside work is performed in shop area for the fabrication and repair of items used in support of industrial plant functions, or areas outside shop which are enclosed or semi-enclosed locations which subject the worker to fumes, dust, hazardous waste, or other unpleasant environment. Work is performed from scaffolding, permanently installed walkways and platforms or ladders above ground level, and, in many instances, above heights that exceed 40 feet subjecting employee to injuries associated with falls. Some discomfort from protective clothing, gloves, or other equipment is normal. Exposure to hazardous materials/waste is possible, wears protective clothing and equipment (e.g., rubber boots, coveralls, goggles, aprons, gloves, respirator, etc.) as situations warrant.

- This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Obtain and maintain the following within 6 months of starting your position: welding certifications to include 6" 6G Chilling Ring SMAW, 4" 6G open root SMAW, and 3G 46 plate FCAW.
- Obtain and maintain the following within 6 months of starting your position: an American Bureau of Shipping (ABS) certification.
