Arch is positioned for significant growth. We are a prime contractor on multiple Government-Wide Acquisition Contracts, IDIQs, BPAs, and GSA contract vehicles, providing the “hunting licenses” needed to pursue and win major federal opportunities. Our Chief Growth Officer will have access to established contract vehicles, strong past performance, innovative capabilities, experienced delivery teams, and executive support.
Position Overview:
The Chief Growth Officer will lead Arch Systems’ corporate growth strategy and drive sustainable revenue expansion across the Federal Government market. Reporting directly to the Chief Executive Officer, the CGO will serve as a key member of the Executive Leadership Team and oversee business development, customer engagement, capture, strategic partnerships, and market expansion.
This is fundamentally a
relationship-driven growth role
. We are seeking an executive with trusted relationships among senior government decision-makers, agency executives, program leaders, acquisition officials, military leaders, and industry partners.
The successful candidate must be able to open doors, understand agency priorities, identify requirements early, shape opportunities before release, and position Arch’s innovations against critical mission needs.
We are particularly interested in candidates with established relationships across either:
- Federal Civilian agencies
, including DHS, HHS, IRS, and USDA; or
- Department of Defense organizations
, including the Army, Air Force, and Navy.

$50 million or greater

Arch welcomes former senior government executives and current federal leaders preparing to transition into the private sector. All candidates must comply with applicable federal ethics, procurement integrity, conflict-of-interest, and post-employment requirements.
Key Responsibilities:
Growth and Executive Leadership
- Develop and execute Arch’s enterprise growth strategy.
- Establish revenue targets, market priorities, and agency account plans.
- Advise the CEO and Executive Leadership Team on growth investments and market strategy.
- Build a high-performing, accountable, and relationship-focused growth organization.
- Report on pipeline health, bookings, revenue forecasts, probability of win, and strategic pursuits.
Customer Relationship Development
- Build and expand trusted relationships with senior federal and military leaders, program executives, acquisition officials, and mission stakeholders.
- Use existing relationships to create access, obtain early customer insight, and position Arch before procurements are released.
- Develop agency engagement strategies, executive call plans, and account-growth campaigns.
- Represent Arch at customer meetings, conferences, industry events, executive forums, and partner engagements.
- Position Arch as a trusted innovation and mission partner.
Business Development and Capture
- Develop and maintain a qualified pipeline of strategic federal opportunities.
- Identify opportunities through customer relationships, agency priorities, contract vehicles, market intelligence, and partner networks.
- Lead opportunity qualification, bid/no-bid decisions, capture planning, and win strategy development.
- Shape customer requirements and position Arch’s capabilities before solicitation release.
- Lead strategic pursuits valued at $50 million or greater.
- Develop value propositions, competitive assessments, teaming strategies, and pricing approaches.
- Work closely with proposal, technical, pricing, contracts, operations, and delivery teams through contract award.
Strategic Partnerships and Market Expansion
- Build relationships with large businesses, small businesses, technology companies, OEMs, and federal systems integrators.
- Develop teaming agreements, joint ventures, mentor-protégé relationships, and go-to-market partnerships.
- Position Arch’s innovations across AI, Cloud, DevSecOps, Enterprise Architecture, Data Analytics, Cybersecurity, Financial Management, and Digital Transformation.
- Identify new agencies, adjacent markets, and opportunities to scale Arch’s intellectual property and technology-enabled solutions.
- Evaluate strategic investments, acquisitions, and other opportunities that support company growth.
Required Qualifications:
- Bachelor’s degree in Business, Information Technology, Engineering, Public Administration, or a related field.
- At least 15 years of federal business development, capture, account management, government leadership, or executive growth experience.
- Demonstrated success winning or materially contributing to federal contracts valued at
$50 million or greater
.
- Established relationships across Federal Civilian agencies or Department of Defense organizations.
- Proven ability to open doors and build trusted relationships with senior government and industry leaders.
- Experience identifying, shaping, and positioning opportunities before formal solicitation release.
- Strong understanding of the federal acquisition lifecycle, appropriations process, and Federal Acquisition Regulation.
- Experience developing successful account, capture, and market-growth strategies.
- Excellent executive communication, negotiation, presentation, and interpersonal skills.
- Ability to represent Arch credibly with senior government, military, and industry executives.
Preferred Qualifications:
- Master’s degree in Business Administration, Public Administration, Engineering, Information Technology, or a related field.
- Prior experience as a senior federal executive, SES member, agency executive, program executive, acquisition executive, CIO, CTO, CDO, CFO, General Officer, Flag Officer, senior military leader, or comparable government executive.
- Current federal executive or senior government leader preparing to transition into the private sector.
- Prior experience as a Chief Growth Officer, Executive Vice President, Senior Vice President, or Vice President of Business Development at:
- A large federal government contractor; or
- A rapidly growing small or mid-sized federal technology company.
- Experience scaling a federal contractor through sustained organic growth.
- Experience leveraging GWACs, IDIQs, BPAs, and GSA contract vehicles to generate pipeline and contract awards.
- Strong relationships with federal systems integrators, technology companies, and government contracting partners.
