Duties Description

The Health Program Administrator (G18) will work in the Bureau of Perinatal, Reproductive, and Sexual Health, Sexual Violence Response Unit, under the direction of a Health Program Administrator 1\. The HPA will be primarily responsible for managing routine activities within the Sexual Assault Forensic Examiner (SAFE) Program and Rape Crisis Program (RCP) and assisting with related sexual violence response initiatives. Responsibilities include reviewing and approving SAFE certifications and recertifications for qualified medical professionals, reviewing and approving SAFE hospital applications, reviewing and approving RCP applications and curricula for certification and recertification, reviewing quarterly SAFE hospital reports, reviewing bi-annual RCP reports, completing risk assessments, and conducting monitoring activities. The HPA will manage a workload of approximately 20 SAFE-designated hospitals and 20 RCPs, conduct occasional in-person visits to hospitals and RCPs, and work with hospitals and RCPs on necessary follow-up actions. The HPA will maintain updated information and resources on hospital and community-based sexual violence response services, including crisis intervention programs and hospital treatment of sexual violence patients, and provide resources and technical assistance.

Minimum Qualifications

HPA Trainee 1: Four years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

HPA Trainee 2: Five years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

HPA (Grade 18): Six years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.

Substitutions for all levels: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.

Preferred Qualifications: Experience in the field of sexual violence prevention and/or response, or experience working with sexual assault survivors. Experience with program management and coordination of public health programs. Excellent written and verbal communication skills. Experience managing multiple tasks and collaborating with various partners. Bachelor's degree or higher in public health or related field.

Additional Comments

Full-time, contingent permanent, competitive appointment. Transfer Candidates may be asked for their social security number to verify eligibility.

Position may be filled at a trainee level (equated to Grades 14/16), or Grade 18, depending upon the qualifications of the candidate.

This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
