The EHS Specialist is responsible for the day-to-day implementation and ownership of Environmental, Health, and Safety programs at an engine test facility located at Cecil Airport in Jacksonville, FL. This role serves as the primary on-site EHS authority, supporting engine test operations by ensuring regulatory compliance, hazard mitigation, and safe execution of high-risk activities.
The position requires a strong field presence, close collaboration with Operations and Facilities, and hands-on management of PPE, hazardous waste, permits, and land-use control documentation. The EHS Specialist reports to EHS leadership and supports both routine and non-routine test activities.
Responsibilities:
Health & SafetyServe as the on-site EHS point of contact for engine test operations and supporting activitiesDevelop, review, and approve Job Safety Analyses (JSAs) and task-based hazard assessmentsImplement and enforce PPE requirements, including selection, issuance, training, and complianceConduct routine safety inspections, audits, and observations of test stands and support areasLead incident investigations, near-miss reporting, and corrective action trackingSupport confined space, hot work, LOTO, and other high-risk activity permittingCoordinate emergency preparedness activities, drills, and response planningEnvironmental ComplianceManage hazardous waste programs including: Proper accumulation, labeling, storage, and disposal, Coordination with waste vendors and manifests, Weekly inspections and recordkeeping)Support air, noise, stormwater, and other environmental permit requirements associated with engine testingMaintain compliance with federal, state, and local environmental regulationsPermits & DocumentationManage site-specific permits such as: (Hot work permits, Confined space permits, Environmental and operational permits as applicable)Maintain Land Use Control (LUC) documentation and ensure operational compliance with use restrictionsTrack and retain required EHS records, training documentation, and inspection logsTraining & EngagementCoordinate and deliver EHS training for employees and contractors, including site orientationEnsure required training is completed prior to personnel engaging in test operationsPromote a strong safety culture through field engagement, coaching, and clear communicationContractor & Interface ManagementSupport contractor onboarding and compliance oversightCoordinate with Facilities, Security, Fire Marshal, Airport Authority, and external regulators as requiredParticipate in audits and inspections conducted by regulatory agencies or internal teams
Requirements:
Minimum RequirementsBachelor’s degree in Environmental Health & Safety, Engineering, Industrial Hygiene, or related field, or equivalent experience3–5+ years of EHS experience in industrial, test, aerospace, manufacturing, or high-hazard environmentsWorking knowledge of OSHA, EPA, and applicable state and local regulationsExperience managing hazardous waste and permit-driven operationsAbility to work independently as the sole or primary EHS representative on sitePreferred QualificationsExperience supporting engine test stands, aerospace testing, or high-energy systemsFamiliarity with confined space, hot work, and LOTO programsCSP, ASP, CHMM, or similar professional certificationExperience working at airport or secured facilities
Working Conditions:
This is a full-time, on-site position in Cecil with potential travel between other facilities.Regular presence in manufacturing, R&D, and construction areas, requiring use of PPE and occasional exposure to noise, dust, chemicals, and high-temperature environments.Must be able to walk long distances, climb stairs/ladders, and respond quickly to emergencies.Physical Conditions:
Ability to remain in a stationary position (sitting/standing) for extended periods while working at a computer or in meetings.Frequent communication with team members, requiring clear verbal and written communication skills.Occasional lifting, carrying, or moving objects up to 20 lbs (e.g., product samples, documentation, equipment).Ability to safely enter and move around industrial, production, or testing areas, including climbing stairs, bending, or wearing required personal protective equipment (PPE).Must be able to travel as needed to support sites
