The U.S. Senate Sergeant at Arms (SAA) / Chief Information Officer (CIO) organization is seeking an experienced Technical Solutions Architect with strong expertise in ServiceNow—particularly its security-focused modules. This position plays a central role in shaping secure, scalable, and resilient ServiceNow solutions that support the mission of the U.S. Senate. The architect will partner with technical teams, security leadership, and business stakeholders to design integrated solutions, guide platform strategy, and strengthen the Senate’s overall security posture.

Key Responsibilities Include

• Architectural Strategy and Design: Lead the design of secure, scalable ServiceNow solutions aligned with business objectives, federal security requirements, and long-term platform strategy.
• Platform Engineering \& Development: Oversee development of applications, workflows, interfaces, scripts, and integrations, ensuring quality and maintainability.
• Technical Leadership: Serve as a senior technical advisor, setting standards, guiding development teams, and ensuring best practices in architecture and coding.
• Integration Engineering: Design and implement integrations between ServiceNow and enterprise systems, enabling automated workflows and reliable data exchange.
• Stakeholder Engagement: Translate mission needs into technical solutions, working closely with security teams, business units, and IT leadership.
• Performance \& Reliability: Monitor and optimize application performance to ensure high availability, responsiveness, and scalability.
• Project Delivery: Lead technical projects from design through deployment and post-implementation review, ensuring timely and successful delivery.
• ServiceNow Security Expertise: Provide subject-matter expertise across SIR, VR, GRC, threat intelligence, and other security modules.
• Governance \& Compliance: Implement and uphold architectural standards that support federal regulations such as FISMA and NIST.
• Continuous Improvement: Identify opportunities to modernize, streamline, or strengthen security and workflow processes.
• Advanced Troubleshooting \& Support: Provide Tier III-level support and resolve complex platform issues.
• Documentation \& Knowledge Sharing: Produce clear technical documentation and deliver training to teams as needed.

Key Accountabilities/Essential Job Duties

Acts as a senior team leader responsible for structuring complex solutions and delivering IT services. Provides technical guidance and architectural recommendations for designing, building, testing, deploying, and maintaining highly available, scalable, and secure applications, systems, and services. Provides long-range strategic planning activities for the Senate in the areas of modern IT systems and services. Monitors the impact of technological developments; identifies emerging technologies and scopes potential Senate utility. Leads product evaluations and technical studies and task forces; directs pilot testing programs; analyzes new technology for its impact on the Senate environment; tests new releases on Senate supported platforms; develops product configuration standards for use in the Senate environment; recommends strategic direction for the Senate. Creates and reviews system architectures; analyzes system requirements and ensures that systems will be effectively integrated with current applications. Acts as a technical leader and mentor to implementation teams and collaborate across the organization to provide leadership and guidance on technical solutions; Collaborates across organizations in the creation of valuable technology solutions.

JOB SPECIFICATIONS

Required Education

Bachelor's degree in computer science, Information Technology, Engineering, or an equivalent combination of education and work experience.

Other Duties/ Responsibilities

• Develop proof of concept applications to validate proposed solutions.
• Continuously review and evaluate the effectiveness of solutions and propose changes as needed.
• Contract(or) oversight.
• Assist with the establishment and adoption of technology architecture standards and methodologies.
• Write policies.
• Consult with/lead other Senate teams.
• Write RFPs.
• Review and evaluate responses to RFPs.

Required Work Experience

• 8-10 years’ experience as a lead software engineer and demonstrated leadership and mentoring skills.

• Five or more years of hands-on experience with ServiceNow Security Operations (SecOps) and Governance, Risk, and Compliance (GRC).
• Eight or more years of experience designing, developing, and supporting core ServiceNow platform components, including CMDB, ITSM, ITAM, ITOM, IRM, and Change Management.
• Agile/Scrum, SDLC, \& GitLab: Background in Agile methodologies, software development lifecycle processes, and version control using GitLab.
• Federal Security Standards: Familiarity with FISMA, NIST, and FedRAMP requirements.
• IT Service Management Frameworks: Knowledge of ITIL or related frameworks.
• Upgrade Management: Understanding of ServiceNow upgrade planning, methods, and best practices.
• Cybersecurity Operationalization: Experience operationalizing ServiceNow cybersecurity solutions and modules.

Desired Skills

• ServiceNow SecOps Expertise: Advanced proficiency with Security Incident Response, Vulnerability Response, Threat Intelligence, GRC, and Business Continuity Management.
• ITSM/ITAM/ITOM: Strong understanding of IT service, asset, and operations management principles and best practices.
• Integration Engineering: Experience integrating ServiceNow with third-party security products using REST/SOAP APIs and ServiceNow IntegrationHub.
• Development Tools: Proficiency with Flow Designer, Service Portal, JavaScript, GlideScript, and related ServiceNow development technologies.
• Web Development: Working knowledge of JavaScript, AngularJS, HTML, and CSS for ServiceNow UI and portal development.
• Cloud \& Infrastructure: Solid understanding of cloud computing and infrastructure-as-a-service (IaaS) concepts.
• Performance Optimization: Demonstrated ability to enhance ServiceNow platform performance, scalability, and reliability.
• System \& Database Architecture: Experience with system design, integrations, and database architecture.
• API Development: Skilled in API development, SOA, RESTful services, and JSON.
• Project Leadership: Ability to lead Agile technical projects, mentor team members, and manage competing priorities.
• Communication: Strong ability to communicate complex technical concepts clearly to both technical and non-technical audiences.

Desired Certifications

• ServiceNow Certified Implementation Specialist (CIS) in Security Operations or GRC is preferred.
• Relevant certifications in cybersecurity (e.g., CISSP, CISM, CEH) are a plus.

Working Conditions

• No exceptional physical demands.

Security Clearance

• This position requires that the applicant obtain and maintain a Secret U.S. Government security clearance.
• Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.
