Note: Prior or recent working experience with a State or Federal or Public sector client only will be considered.

OBJECTIVE

The objective of this solicitation is to obtain services to support business analysis, process documentation, requirements gathering, stakeholder coordination, data analysis, process improvement, reporting, and alignment between business operations and IT capabilities.

The resource will assist with, including but not limited to, identifying business needs, documenting requirements, evaluating current-state processes, supporting process improvements, and preparing clear documentation and status materials to support leadership review and decision-making.

SCOPE OF WORK

The Resource shall perform business process analysis, requirements gathering, stakeholder coordination, data analysis, process improvement, documentation, IT alignment support, and project coordination activities. Services may include reviewing current business operations, documenting workflows and requirements, identifying inefficiencies or gaps, supporting data validation and reporting, coordinating with business units and IT teams, preparing executive-level materials, and tracking assigned deliverables, risks, issues, and action items.

Minimum Qualifications

Minimum of 10\+ years of demonstrated experience in the services listed in the Statement of Work.

Bachelor’s degree in business administration, public administration, information systems, finance, District management, or a related field

Submit relevant working experiences, degree certification, special skills, and proficiencies.

DELIVERABLES

Deliverables Shall Include, But Are Not Limited To

  • Recurring meetings coordinated for validation, review, and stakeholder input
  • Business process documentation, including workflows, procedures, and supporting materials
  • Business requirements documentation
  • Data analysis summaries, findings, and recommendations
  • Presentations for stakeholder, management, or leadership review
  • Executive summaries
  • Status updates, issue summaries, action items, and next steps
  • Documentation of process improvement opportunities and solution options
  • Reports related to business analysis activities, findings, risks, and outcomes
  • Implementation support documentation, including validation of requirements and outcomes

Roles And Responsibilities

The Resource will coordinate business analysis activities, stakeholder engagement, documentation, reporting, process improvement support, and assigned deliverables.

The District will provide access to relevant systems, data, documents, stakeholders, subject matter experts, feedback, and approvals necessary to complete assigned work.

Tasks/Activities

  • Coordinate analysis of business operations and processes to understand current practices and identify improvement opportunities.
  • Coordinate the development and maintenance of process documentation, including workflows, procedures, reference materials, and supporting documentation.
  • Coordinate requirements gathering activities with stakeholders to capture business needs, operational issues, reporting needs, and desired outcomes.
  • Document and manage business requirements to ensure clarity, completeness, traceability, and alignment with District goals.
  • Coordinate communication with stakeholders to support understanding of requirements, priorities, timelines, risks, issues, and solution options.
  • Analyze information and data to support informed decision-making, District planning, reporting, and operational improvements.
  • Support identification of process improvements and solution options that address business needs, improve efficiency, strengthen documentation, and support alignment with IT capabilities.
  • Develop and maintain documentation and reports related to business analysis activities, findings, requirements, risks, issues, action items, and recommendations.
  • Coordinate support for project and implementation activities, including validation of requirements, review of deliverables, tracking of action items, and confirmation of outcomes.
  • Monitor and report on assigned activities and deliverables to ensure alignment with timelines, expectations, stakeholder needs, and District priorities.
