Job Description

JOB SUMMARY

  • Lead the Data, Analytics and AI Section to turn Air Selangor’s strategic priorities, regulatory needs and critical business problems into deployed solutions with sustained adoption and measurable outcomes. Lead through the Heads of Data, Science and Data Engineering, working with business owners and partners as part of an integrated Information Technology Department.
  • Build towards a world-class capability through sound technical judgement, rigorous validation, internal development and industry and academic partnerships. Work with business sponsors on adoption and benefits, while business owners retain accountability for process changes and benefits realization. Earn recognition through proven impact and approved sharing of validated solutions and learning with other water utilities.
  • Set priorities, govern delivery and provide clear executive advice within delegated authority. Bring technical credibility, learning agility and a strong delivery focus to build capability and achieve results through others.

KEY DUTIES AND RESPONSIBILITIES

  • Set direction and priorities. Shape a focused data, analytics and AI portfolio, including the enterprise AI Roadmap, around Air Selangor’s strategic and regulatory needs. Agree problems, owners and measurable outcomes with business sponsors; invest, scale or stop initiatives within delegated authority, based on evidence and value.
  • Turn priorities into operational results. Lead delivery through specialist teams and partners, from trusted data foundations and validated solutions to adoption, handover and benefits tracking. Business owners retain accountability for process changes and benefits realization; jointly verify impact and remove barriers to sustained use.
  • Build capability through others. Lead the Heads of Data Science and Data Engineering with clear commitments, coaching and delegation. Develop technical careers, future leaders and reusable assets, retaining knowledge and critical technical ownership within Air Selangor.
  • Keep delivery disciplined and connected. Manage plans, resources, budgets, procurement, vendors and risks within delegated authority. Coordinate dependencies with peer sections and the Delivery Office, drive recovery and escalate decisions promptly. Test assumptions, surface setbacks early and recommend practical corrective action; provide clear executive advice on progress, investments and trade-offs.
  • Assure trusted, responsible solutions. Exercise technical judgement over validation, limitations and lifecycle ownership, drawing on specialist assurance where needed. Apply departmental architecture, data governance, cybersecurity, privacy and compliance standards with the designated owners, escalating exceptions through approved channels.
  • Extend impact through partnerships. Work with industry, academia and other utilities to strengthen research, delivery and knowledge transfer. Agree contributions and intellectual property with relevant owners and build recognition through approved sharing of validated solutions and learning, protecting confidentiality and Air Selangor’s interests.

Minimum Qualifications

  • Bachelor’s degree in a relevant quantitative, computing, engineering or business discipline.
  • Added advantage:

Relevant postgraduate study or professional certification.

  • At least 10 years ’relevant experience in data, analytics, AI or technology delivery, including 3 years of significant leadership responsibility.
  • Evidence of turning business problems into deployed solutions with sustained adoption and measurable outcomes, leading multidisciplinary teams and coordinating delivery across functions.
  • Demonstrated readiness to lead the section, whether progressing from a team, programme or management role or bringing experience at a comparable level. Prior Head of Section, manager-of-managers or water-sector experience is advantageous.
  • Depth in a relevant data, analytics or AI discipline, with enough breadth across data platforms and solution lifecycles to challenge technical choices, interpret evidence and know when specialist advice is needed.
  • Working understanding of responsible AI, data governance, security and privacy, alongside business cases, delivery economics and benefits realization—not specialist mastery of every area.
  • Added advantage:

Experience in utility or asset-intensive operations, industry or academic collaboration, or Microsoft data platforms. These are desirable, not mandatory or cumulative requirements.
