About The Position

This is principal level professional and technical work responsible for all aspects of designing and implementing IT solutions for County agencies. The incumbent serves as IT strategy planner, IT architect and project Manager, responsible for supporting County agencies in researching, identifying, planning, and implementing information technology solutions that support their business mission and operational requirements. Work includes a balance of technical architecture, project governance, administration, and leadership responsibilities to include performing business analysis, identifying technology opportunities, conducting feasibility analysis, and facilitating communication with the OIT technology teams. Work is performed under general supervision of the PMO Manager while exercising a high degree of independence.

About The Agency

The Office of Information Technology (OIT) provides support for all of the agencies, departments, and branches of County government. The OIT Service Desk provides information technology support and maintenance services to Prince George’s County personnel. The Office of Information Technology is wholly dedicated to aligning technology efforts to support the strategic goals of the County. OIT will provide leadership, expertise, and resources in the ideation, development, and deployment of innovative technologies and streamlined processes to improve government efficiency, business interaction, and citizen access to government information and services.

Examples of Work

  • Lead the architectural assessment, design, and planning of complex technology solutions, ensuring alignment with enterprise standards, cybersecurity requirements, regulatory mandates, and business needs.
  • Engage with agency leadership, business stakeholders, and IT executives to develop and maintain enterprise technology roadmaps, strategic IT plans, and project portfolios aligned with organizational objectives.
  • Facilitate cross-functional solution design workshops and technical strategy sessions involving agency representatives, infrastructure teams, application teams, cybersecurity personnel, vendors, consultants, and executive stakeholders.
  • Serve as a trusted advisor to assigned agencies in identifying technology needs, evaluating solution alternatives, and developing business cases and funding justifications for inclusion in annual budget requests and capital improvement programs.
  • Direct the planning, coordination, and execution of large-scale IT initiatives from concept through implementation, ensuring successful delivery of scope, schedule, budget, quality, and business outcomes.
  • Develop and oversee integrated project management artifacts including project charters, technical architecture documents, project plans, schedules, resource plans, risk registers, and governance reports.
  • Provide technical leadership and architectural oversight for enterprise projects, ensuring solution designs are scalable, secure, maintainable, and aligned with enterprise architecture principles.
  • Lead project governance activities, including Project Steering Committees, architecture review boards, and executive status briefings; communicate project progress, risks, dependencies, and recommendations to senior leadership.
  • Coordinate activities among multiple agencies, business units, IT divisions, contractors, and third-party vendors to ensure effective collaboration, issue resolution, and achievement of project objectives.
  • Monitor vendor and/or contractor performance, evaluate deliverables for compliance with contractual and technical requirements, and recommend corrective actions to Management when necessary.
  • Establish project scope, objectives, success metrics, and deliverables while ensuring stakeholder expectations are managed and aligned throughout the project lifecycle.
  • Identify, assess, and mitigate technical, operational, and organizational risks; proactively resolve project issues and conflicts to minimize impact Revised: 12/2025 on service delivery and project outcomes.
  • Ensure compliance with established OIT policies, PMO governance standards, cybersecurity frameworks, and organizational procedures.
  • Support technical reviews of proposed solutions, infrastructure designs, application architectures, cloud implementations, and system integrations to ensure adherence to enterprise standards and best practices.
  • Develop executive presentations, strategic recommendations, business communications, and briefing materials for elected officials, executive leadership, steering committees, and stakeholder groups.
  • Mentor project managers, business analysts, architects, and technical staff on project management methodologies, architecture standards, governance processes, and best practices.
  • Support the continuous maturation of the Project Management Office by improving methodologies, templates, governance frameworks, performance metrics, and enterprise project delivery capabilities.
  • Research emerging technologies, industry trends, and government IT best practices to identify opportunities for innovation, modernization, operational efficiency, and risk reduction.
  • Represent the OIT in meetings with agencies, industry partners, vendors, professional organizations, and external stakeholders. Promote a culture of accountability, collaboration, customer service, innovation, and continuous improvement while maintaining the highest standards of professionalism, ethics, confidentiality, and public stewardship.

Qualifications

Minimum Qualifications

Candidates must meet all minimum qualifications listed below to be eligible for additional consideration:

  • Bachelor’s degree in information technology, business or public administration or a closely related field
  • At least three (3) years of information technology experience, in which at least one (1) year must have involved lead/supervisory duties;

An equivalent combination of relevant education, training, and experience may be considered.

There is no equivalency for the required IT supervisory experience.

Preferred Qualifications

  • PMP – Project Management Professional (PMI Certification)
  • CBAP – Certified Business Analyst Professional (IIBA Certification)
  • ITIL 4 Foundation
