Ben Allegretti Consulting, Inc. (BAC) is a Service-Disabled Veteran-Owned Small Business. Our team of remote professionals has supported federal health programs since 2007, with a focus on human factors engineering, health informatics, and process improvement. We are building a FOIA team to support a federal health agency and are looking for career FOIA practitioners who want their judgment to carry weight.
Position Summary
Our FOIA PM leads one major FOIA task grouping, such as routine cases and appeals, litigation, or other agency components, and serves as the primary contact for the government's Contracting Officer's Representative. You will manage the schedule, reporting, quality control, and staff performance for a team of FOIA analysts, and you will stay close enough to the casework to make sound disclosure decisions when they matter.
What You Will Do
- Lead a team of FOIA analysts who process routine, backlogged, appeal, and litigation cases from intake through closure.
- Act as the day-to-day contact for the Contracting Officer's Representative and agency FOIA leadership, and run bi-weekly status meetings with agendas and minutes.
- Deliver weekly and monthly progress reports covering cases closed, backlog remaining, risks, and recommendations.
- Manage progress against backlog reduction goals, including closure of the oldest requests and appeals.
- Oversee quality control by reviewing disclosure determinations, exemption rationales, and redactions before work goes to the government.
- Maintain the project management plan, risk register, and staffing plan, and track onboarding, system access, training, and background investigation requirements for the team.
- Identify process and systems improvements and prepare briefings, white papers, and option papers for agency leadership.
- Coordinate with agency components, regional offices, and requesters as directed by the Contracting Officer's Representative.
What You Bring
- Masters degree and 8 years directing teams or equivalent experience.
- 10 or more years of federal FOIA experience, including at least 5 years leading or supervising FOIA staff or a FOIA program.
- Working knowledge of the Freedom of Information Act (5 U.S.C. 552), the Privacy Act, HIPAA, and the foreseeable harm standard.
- Experience with FOIA case management systems such as FOIAXpress and with eDiscovery platforms such as Relativity.
- Strong written communication, including reports, correspondence, and leadership briefings.
- Ability to obtain and maintain a Public Trust background investigation.
Preferred Qualifications
- PMP or comparable project management credential.
- Experience at HHS, CMS, VA or another federal health agency.
- Experience supporting FOIA litigation and appeals.
- Track record of reducing a FOIA backlog.
- Process improvement training such as Lean Six Sigma.
Work Environment and Requirements
This is a remote position. Work is performed through the agency's virtual desktop environment using government-provided systems and tools. The role requires the ability to obtain and maintain a federal background investigation (Public Trust) and to complete required security, privacy, and records management training before starting work. US Citizenship required. This position is contingent upon contract award.
Compensation and Benefits
The pay range for this position is $125,000 to $140,000 per year. Placement in the range depends on experience and demonstrated FOIA depth.
