Summary

This Training Specialist position is within the Nursing - Education Service at the VA White River Junction Healthcare System located in White River Junction - Vermont.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 06/15/2026\. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05\. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below for GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: Teaching or instructing in an adult education program - secondary school - college - military installation - or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials - aids - devices - etc. - and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education that demonstrates the knowledge - skills - and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR - Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: If using education combined with specialized experience to qualify - a copy of your transcript is required. OR - SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA - applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: 1\. Class Standing: Rank in the upper one-third of your class in the college - university or major subdivision. 2\. Grade Point Average: 3\.0 or higher out of a possible 4\.0 ("B" or better) as recorded on their official transcript - or as computed based on 4 years of education - or as computed based on courses completed during the final 2 years of the curriculum; or 3\.5 or higher out of a possible 4\.0 ("B\+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3\. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Duties

  • This position functions in a developmental capacity with oversight when practicing as the professional educator/staff development Training Specialist
  • Through a structured program - the Training Specialist is responsible for provision and coordination of customer-focused - performance-based educational services for non-clinical and management staff within White River Junction VA Medical Center
  • The Training Specialist partners with all services and department groups for the achievement of organizational objectives which require education and training in support of individual and group performance
  • The Specialist will complete assessments of educational and staff development needs
  • provide consultation in the area of staff development and training - develop programs as directed by assessment - and evaluate outcomes of these activities as evidenced by improvement in patient care - staff performance - or work goals
  • Training will be given to be able to provide for the affective - as well as the cognitive and psychomotor educational needs of the employee
  • Educational activities can be conducted through traditional - multimedia - and teleconferencing modalities
  • Will need familiarity with adult learning theory and techniques appropriate to the audience and educational medium is essential
  • Duties include but are not limited to: Training: Assist with: the initiation of change in educational/staff development activities based on current findings and concepts from research studies
  • job-related experiences for personnel commensurate with their abilities and skills
  • the accommodates staff with special learning needs due to age - disability - or culture
  • Staff Development: Assist with education and staff development as well as contributing to teaching core mandated topics - coordinating and teaching in medical center-wide programs
  • With guidance partners with appropriate services and departments as a performance consultant to help achieve organizational objectives in a cost-effective manner through the provision of education and training
  • Participates with guidance to assist all departments in the review of education materials - programs - and projects
  • With oversight and structured platform - will perform as Program Coordinator with: Leadership Academy Courses - LEAD Program - Coach Mentor Program - Launch Up - New Employee Orientation - Skill Path trainings - CLIMB and assist with CEU program
  • Will Market and Promote Courses - as well Evaluate Courses
  • Development of Educational Courses and Materials: Develops and implements educational activities based on information determined from assessed needs in a cost-effective manner
  • Through systematic needs assessments - identifies areas for educational programming
  • Collaborates with peers on the development - coordination and evaluation of all educational activities
  • Teaching Core Topics: Assesses and identifies priority areas for educational intervention including leadership and organizational factors - Will learn to teach effectively and creatively according to adult learning principles - addressing all domains of education - including the affective level
  • Documents/Records educational activities by policy
  • Administration of Learning Management System (TMS): Assisting learners - assignment and oversight of training
  • Committee Involvement: Represents the VA through relationships with professional and/or other health related groups within the community
  • Demonstrates excellent customer service to external and internal customers
  • Performs additional duties as required
  • Work Schedule: Full-Time - Monday - Friday - 7:30 am - 4:00 pm

  • Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System
