Job Details
Yolk Digital is engaged by the Clean Energy Regulator to provide two experienced Product Owners to help the agency's schemes deliver for the Australians who rely on them. The CER treats each scheme's end-to-end value stream as a product, and as Product Owner you'll be accountable for maximising the value of your product within constraints and delivering agency outcomes. You'll advocate for prioritisation of the backlog aligned to business and technology strategy, enable your Scrum team to deliver customer-centric solutions, and manage competing business priorities.
Working alongside the Product Management team, business area subject matter experts, design and architecture, you'll connect directly with the customer, shape whole-product solutions that balance desirability, viability and feasibility, and take a lead role in PI Planning and the CER's agile ceremonies.
Location
Remote (Australia). Preferred candidates are based in ACT and expected on-site 2 days per week, and interstate candidates will be on-site for quarterly planning events.
Duration
To 30 July 2027, commencing 8 August 2026, with two 12-month extension options.

- Connect with the customer: understand and articulate customer and stakeholder needs and expectations, communicate constraints, identify problems and develop whole-product solutions to improve the administration of schemes or uplift agency capabilities.
- Shape solutions which balance desirability, viability and feasibility in collaboration with the team, design and architecture.
- Collaborate with business and the scrum team to deliver value and build the right thing: manage and prioritise the scrum team's backlog, provide confidence in the delivery of your roadmap, guide story creation and acceptance, and support the architectural runway.
- Engage stakeholders to collect continuous feedback that refines Agile Release Train objectives, including presenting options for identified problems, articulating the effort involved, explaining the impacts of different solutions and negotiating trade-offs.
- Drive product development and engagement, including consultation with Change Program stakeholders, to define current and future product enhancements that meet customer needs and maximise return on investment.
- Participate in CER ceremonies and events, taking a lead role in facilitating discussions in PI Planning and being open and transparent in identifying, managing or escalating issues, dependencies, risks, duplication and opportunities for re-use.
Skills \& Experience
- 5\+ years of experience as a Product Owner or in similar roles
- Understanding of the Digital Service Standard
- Relevant Product Ownership or Agile/SAFe certifications

Essential Criteria

Candidates must demonstrate a suitable level of capability, including the knowledge, experience and security clearances required, to meet the CER's requirements.
- Relevant experience (50%):
The extent to which the candidate has relevant, proven experience delivering similar services.
Application Instructions
Upload a one-page pitch, up to 5,000 characters. This is the limit set by the buyer, so use it: your pitch should sell your capability and experience by showing, with concrete examples and outcomes, how you've done the work described in the Key Responsibilities and Skills \& Experience above, as this is what the Essential Criteria will be assessed against. A pitch that demonstrates delivery beats a summary of your CV. Apply via the website: https://yolkdigital.com.au/job-board-database/product-owner
