Job Description

NTUC LearningHub is looking for a Learning Portfolio Manager, Digital Literacy to drive the strategy, growth and performance of our Digital Literacy portfolio. You will identify emerging workforce skills needs, develop relevant learning solutions, manage portfolio performance, and build strategic partnerships that support workforce transformation and lifelong learning in Singapore.

This role is ideal for candidates with experience in adult learning, Continuing Education \& Training (CET), programme management, curriculum management, learning portfolio management, or workforce development.

What You'll Do:

Drive Portfolio Growth

  • Develop and execute portfolio strategies to meet market demand and workforce needs.
  • Identify new opportunities through market research, industry trends and competitor analysis.
  • Manage the lifecycle of learning programmes, including new launches, enhancements and retirement of underperforming offerings.
  • Monitor emerging workplace technologies and digital skills trends, including AI.

Own Business Performance

  • Manage portfolio revenue, profitability and growth targets.
  • Develop budgets, forecasts and business plans.
  • Analyse portfolio performance and implement improvement strategies.

Build Strategic Partnerships

  • Establish strong relationships with industry partners, content providers and government agencies.
  • Identify funding opportunities and strategic collaborations to support portfolio growth.
  • Stay current on funding frameworks and workforce development initiatives that impact learning solutions.

Collaborate Across Teams

  • Work closely with Sales, Marketing, Operations and Training teams to ensure successful programme delivery.
  • Ensure programmes deliver strong learner outcomes and customer satisfaction.

What We're Looking For:

  • Degree in Business or a related discipline.
  • At least 5 years of experience in learning portfolio management, programme management, curriculum management, category management or related roles.
  • Strong commercial acumen with experience managing business performance.
  • Excellent stakeholder management and relationship-building skills.
  • Strong analytical and strategic thinking abilities.
  • Passion for adult learning, workforce development and digital skills transformation.
  • Experience in the training, education or CET sector will be an advantage.
