Job Description

Everforth ECS is seeking an HR Program Manager with (Workday and/or ServiceNow) experience to work remotely.

We are seeking a seasoned Program Manager with deep U.S. Federal experience to lead large-scale enterprise HR system initiatives, with a primary experience on Workday and secondary experience in ServiceNow HRSD.

This role is responsible for end-to-end program leadership across complex, multi-workstream implementations and transformations in highly regulated federal environments. The ideal candidate has a proven track record delivering Workday programs in federal or Fed-adjacent environments, with additional experience integrating or coordinating with ServiceNow platforms.

Key Responsibilities

Program Leadership & Delivery

  • Lead end-to-end delivery of enterprise HR system programs, with emphasis on Workday (HCM, Payroll, Financials).
  • Oversee integrated workstreams including Workday, ServiceNow HRSD, integrations, reporting, and data migration.
  • Drive execution across scope, schedule, budget, and quality targets.
  • Establish and manage program governance, reporting cadence, and escalation paths.

Federal Alignment & Compliance

  • Ensure delivery aligns with federal standards and regulatory requirements.
  • Operate within frameworks such as FedRAMP, FISMA, NIST, ATO processes.
  • Coordinate with security, compliance, and agency stakeholders.
  • Navigate federal procurement, contract structures, and oversight expectations.

Stakeholder & Executive Engagement

  • Serve as the primary interface for federal clients, program sponsors, and executive leadership.
  • Lead governance boards, executive briefings, and status reviews.
  • Align business, technical, and vendor stakeholders across agencies and integrators.
  • Manage expectations in high-visibility, politically sensitive environments.

Program Planning & Execution

  • Develop and manage integrated master schedules and roadmaps.
  • Proactively manage risks, issues, dependencies, and mitigation strategies.
  • Oversee resource planning, staffing, and capacity management.
  • Enforce disciplined change control and scope management.

Financial & Contract Management

  • Manage program financials including budgets, forecasts, burn rates, and EVM (where applicable).
  • Ensure compliance with federal contract requirements and SLAs.
  • Support reporting obligations and audit readiness.

Quality & Acceptance Management

  • Ensure delivery is validated against approved user stories and acceptance criteria.
  • Drive adherence to Definition of Done and governance standards.
  • Prevent and manage rework through disciplined requirements and validation processes.
  • Implement continuous improvement and lessons learned.

Change Management & Adoption

  • Partner with OCM and training teams to ensure successful adoption.
  • Drive stakeholder readiness, communications, and training strategies.
  • Monitor adoption metrics and business outcomes.

Growth & Capture Support

  • Support federal proposals, capture efforts, and orals presentations.
  • Contribute to growth of Workday and ServiceNow federal portfolios.
  • Identify expansion and follow-on opportunities.

Salary Range: $150,000 - $190,000

Qualifications

  • 3+ years of program management experience and/or 10+ years of combined program/project management experience in enterprise IT.
  • 5+ years leading HR specific implementations (Workday/ServiceNow HRSD strongly preferred).
  • Demonstrated experience delivering in U.S. Federal environments.
  • Proven ability to manage large, complex, multi-vendor programs.
  • Strong understanding of enterprise HR systems and integrations.
  • Experience managing budgets, schedules, risks, and executive stakeholders.
  • Bachelor’s degree (or equivalent experience).
  • PMP, PgMP certification or commitment to achieve certification within 6 months of hire date.
  • Ability to achieve federal security clearance, minimal of Public Trust.
