Accounts Payable and Contracts Specialist
The Space Coast Transportation Planning Organization (SCTPO) coordinates transportation planning for Brevard County, FL among local governments, businesses, and the community with the mission to plan a transportation system that enhances quality of life and economic development by engaging the community.
Under the general direction of the Assistant Director the SCTPO Accounts Payable and Contracts Specialist administers daily financial processes ensuring compliance with state and federal requirements and conducts general contract management work through procurement of services, and the maintaining and monitoring of agreements in support of the Space Coast Transportation Planning Organization (SCTPO) Board and its committees.
Accounts Payable and Contracts Specialist's essential functions:
Accounts Payable
- Processes vendor invoices for payment, prepares purchase requisitions, and monitors purchase orders and financial reconciliations.
- Adheres to internal fiscal policies and procedures of the SCTPO, including creation and/or maintaining of standard operating procedures.
- Has knowledge of Office of Management and Budget (OMB) circulars and Code of Federal Regulations (CFRs) as related to SCTPO procurement, purchasing, audits, and compliance requirements, especially 2 CFR 200\.
- Assists with ensuring proper justifications are processed for procurement of goods and services, travel and equipment requests. Adheres to closeout procedures at end of operating and grant fiscal years.
- Assists with the processing of bi-weekly payroll and timesheets.
- Assists with the development and maintenance of operating budget.
- Coordinates activities with State, County and Federal fiscal offices.
- Coordinates the SCTPO annual compliance and financial audit activities; prepares requested fiscal documents and records necessary to conduct annual audit; coordinates closely with auditors, county finance and other staff to compile backup materials.
Contracts
- Performs procurement of services that support operations of SCTPO.
- Responsible for compiling Request for Proposals (RFPs) and Request for Quotes (RFQs) specifications for various transportation planning services and office operational needs.
- Responsible for the monitoring of contracts and work orders. Ensures budget available in purchase orders for payments. Maintain regular interaction with consultants, contractors, subcontractors, agencies and vendors regarding task assignments, billing questions etc.
- Defines and develops contract management procedures for specific contracts; inform and train project managers and consultants on contractual procedures.
- Assures compliance with Space Coast TPO, FDOT, Federal, State, local and other legal administrative requirements and regulations for all solicitations of goods and services.
- Assures compliance with FDOT Disadvantaged Business Enterprise (DBE) reporting and solicitation processes.
- Maintains proper records retention and destruction.
- Performs related work as required.

REQUIREMENTS
Minimum Education \& Experience:
- Associate’s degree in business, accounting, finance or similar related field, or equivalent.
- Must be detail-oriented, organized and have experience working in a Windows environment with Adobe Acrobat and Microsoft Outlook, Word and Excel.
- Prefer at least one (1) year of experience in accounting, finance or similar; experience with grants; writing Requests for Proposals (RFPs); and working under the requirements of 2 CFR 200\.
- Equivalent combination of education and relevant experience may be substituted.
Special Requirement: Must possess, or obtain prior to employment, a valid Florida Driver’s license and maintain said license during the term of employment. Applicants must be currently authorized to work in the U.S. on a full-time basis. The SCTPO cannot sponsor visas.

SCTPO Office Location
This position is on-site. The SCTPO office is currently located in Viera, Florida at the Brevard County Government Complex. In 2027, the organization will be moving to a new location just 15 minutes south located near the Pineda Causeway/Wickham Rd. intersection. Offices are centrally located with a short drive to the beaches and attractions including Kennedy Space Center and Port Canaveral. Brevard County has a population of around 600,000 that represents a wide range of ages, abilities and interests.
