Position Summary:
The LV Communications Manager supports strategies, programs, and initiatives related to communications pursuant to LV et al. versus NYCDOE for the implementation of impartial hearing orders from due process complaints for a Free Appropriate Public Education (FAPE) under the Individuals with Disabilities Education Act (IDEA). The Manager, under the direction of the Executive Deputy Counsel (EDC), Special Education Case Management (SECM), and the Chief Communications Officer, helps streamline communication with Parents, Parent Representatives, Attorney Advocates, and the public.
The LV Communications Manager will support or provide approaches to improve communications, ensuring ease of comprehension and navigability. Substantial coordination must occur across various New York City Public Schools (NYCPS) program offices and the public to support communication that addresses the public's needs for obtaining services in support of special education pursuant to the LV Court order. The incumbent Manager must also perform project management/coordination functions to manage timelines pursuant to the Court or Special Master’s requirements and to liaise across multiple teams and with internal and external stakeholders to support the broader communications goals of the Impartial Hearing Order: Implementation Unit.
The LV Communications Manager also performs data analysis and data visualization to showcase interaction or engagement with families and parents’ counsel, and to identify areas requiring improvement that could be bridged by improved communication. This Manager supports the development of a unified, family-centered communications framework that builds trust, enhances transparency, and improves access to information for families navigating the impartial hearing order implementation process. Responsibilities
Under general direction, with wide latitude for independent initiative and judgment, the LV Communications Manager supports the Office of the General Counsel (OGC), and the Impartial Hearing Order: Implementation Unit in meeting the communication, transparency, and other obligations required by the LV Order.
Communications Strategy, Content Development \& Public-Facing Materials
- Develop, refine, and maintain family-facing communications, including email templates, website content, guidance materials, and FAQs, ensuring clarity, accuracy, and accessibility for all families, including those without legal representation.
- Ensure written correspondence meets quality standards emphasized by the Special Master: plain-language readability, usability, consistent formatting, and parity between English and translated materials.
- Draft summaries, talking points, memos, and briefing materials for leadership based on data, stakeholder feedback, and programmatic updates.
- Support the development and expansion of the LV Payment and Service Guidelines into an Operating Procedures Manual, ensuring alignment with implementation workflows and staff training needs.
LV-Mandated Digital Communications \& Web-Based Products
- Support the design and deployment of the automated email notification service tied to key milestones in the impartial hearing order implementation workflow.
- Work with internal technical teams to support the development of the LV required web-based status indicator enabling parents to track their case's status in the due process workflow.
- Assist in improving the navigability, usability, and accessibility of online resources related to due process implementation.
Stakeholder Engagement \& Cross-Functional Coordination
- Liaise with NYCPS program offices, school partners, and external stakeholders, including parents, attorneys/advocates, provider agencies, and Special Master staff, to improve communication flow and ensure alignment with legal obligations.
- Support Implementation Unit communications to schools (NYCPS, charters, and State-approved non-public schools).
- Interpret and synthesize field feedback, inquiries, and patterns in parent/attorney interactions to suggest communication improvements and policy clarifications.
- Serve as a communication bridge for OGC staff to understand how their roles intersect with public-facing obligations under the LV Order.
Data Analytics, Monitoring, and Reporting
- Track and analyze data, communication metrics, and inquiry trends to identify bottlenecks, recurring issues, and opportunities for improvement.
- Design dashboards, visualizations, or summaries that illuminate patterns in parental engagement, attorney interactions, service-order communication, or payment-related inquiries.
- Prepare data-driven reports and updates for OGC leadership, SECM, the Special Master, and other oversight stakeholders.
- Use analytical findings to recommend refinements to communication practices, digital tools, and training materials.
Project \& Timeline Management (LV Compliance)
- Manage timelines and coordinate deliverables tied to LV Order requirements related to communications, digital tools, training materials, and public-facing updates.
- Track progress across multiple teams, ensuring timely completion, documentation, and escalation of risks to leadership.
- Maintain workplans, checklists, and cross-team inputs that support the timely rollout of communications-related deliverables.
Qualification Requirements
Minimum
- Graduation from an accredited college with a baccalaureate degree and four (4) years of full-time paid supervisory, administrative, consultative, managerial or executive experience of a nature appropriate to the duties of the position, such as budgeting, personnel, public relations, education or equivalent, or four (4) years of full-time paid experience as assistant to an executive in one of the fields described above, or a satisfactory equivalent; or
- High school graduation or equivalent and eight (8) years of full-time, paid experience as described in “1” above; or
- A satisfactory equivalent combination of post baccalaureate education and experience. However, all candidates must possess a high school diploma or its equivalent as described in “2” above.
Preferred
- Master’s degree in public administration or a related field.
- Demonstrated effective leadership in managing significant, complex projects.
- Superior ability to manage and administer large-scale initiatives and engage leaders.
- Ability to use independent judgment effectively.
- Proven ability to manage multiple projects with competing deadlines.
- Excellent communication and interpersonal skills, both written and spoken.
Salary
: $123,000 - $135,000
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
