Job Description: Summary:

Yorktown Systems Group is seeking a qualified Senior Operations Research/Systems Analyst to support the United States Special Operations Command (USSOCOM) Force Structure, Requirements, Resources and Strategic Assessments Directorate (J8) Strategic Planning and Analysis Division (J8-S). Their mission is to provide senior leadership independent analysis and studies involving current and future Special Operations Force (SOF) requirements, inform J8 decisions in development of the USSOCOM Program Objective Memorandum (POM), and collaborate with Office of the Secretary of Defense (OSD) to develop analytic products and guidance. The division provides reliable analytic tools and products enabling senior leaders to make informed and defendable resourcing decisions. The Joint Mission Analysis (JMA) remains an important effort providing senior SOF leaders with a force structure mix of capabilities and capacities required to execute DoD’s strategy and inform building the USSOCOM POM.

Specific duties may include, but are not limited to:

  • Provide data science support with the requisite skills to accomplish analytical projects or studies for the command, as well as analytical projects or studies in support of OSD and JS taskings.
  • Support development of USSOCOM POM.
  • Conduct analysis and data visualization for demand signals for SOF forces as part of Global Force Management process and the GSOS process.
  • Apply a wide variety of models, simulations, data science and operations research techniques to support USSOCOM processes and decision-making.
  • Employ analytic and operational design methodologies to frame complex problems to help senior military and civilian leaders develop solutions and strategies.
  • Conduct both quantitative and qualitative analysis as required.
  • Conduct analysis of Risk in support of SOSA efforts to analyze USSOCOM’s involvement in the DPS, operational campaigns, and operational plans.
  • Provide analytical support involving modeling and measuring techniques, statistical methods, and operational mathematics techniques (e.g. game theory, probability theory, pair-wise comparison, etc.), linear and non-linear programming, and other principles of data science and operations research.
  • Gather, relate, and identify data with variables in models by applying structured analytical judgment and qualitative and quantitative tests.
  • Transform raw data into information and recommendations to the J8-S as required in support of senior leader decisions.
  • Develop methods and tools to enhance visualization of data and summarize analyses in simplified terms to present to decision makers.
  • Code algorithms in order to develop data collection and decision support tools. Utilize expertise of government furnished, commercially available analytical models, simulations, and gaming tools currently in use throughout the field (government, industry, etc.) or under evaluation at the tactical, operational, and strategic operational levels for identification of potential adoption of existing best practices.
  • Apply systems thinking and value-focused thinking to facilitate clear USSOCOM force-employment and resourcing decisions.
  • Support complex problem framing and initiatives designed to integrate command wide efforts to improve effectiveness and efficiency.
  • Support the development and analysis of the analytic planning scenarios used by OSD and the Joint Staff for force sizing and shaping.
  • Provide analytic support to the JMA process in order to apply objective, analytical, and orderly thinking to the methodology. Work in concert with government data scientists ensuring that analysis is synchronized across multiple efforts to determine an Objective Force, associated enablers, and other units of analysis.
  • Conduct studies of SOF operations in order to identify assumptions, force characteristics, measures of effectiveness, and methodologies required to produce data for SOF Force Planning.
  • Conduct, participate in, or support studies, wargames, analyses, and modeling efforts.
  • Assist USSOCOM’s decision makers in framing and solving complex problems by producing the analysis and logical reasoning necessary to inform and underpin those critical decisions.
  • Conduct independent, robust analyses, and complex studies up to the TS/SCI level of classification as required.

Job Requirements: Required Qualifications:

  • 10 years of uniformed military experience with demonstrated expertise in Special Operations (Navy Special Warfare, Army Special Forces, OR Air Force Special Operations).
  • 3 years of experience (can be concurrent with the 10 years above) in deliberate planning or demonstrated expertise in joint planning.
  • Military education in Operational Planning.
  • Desired knowledge of National Missions forces
  • Top Secret Clearance desired but must possess a current DoD Secret clearance and be upgradable to Top Secret within 4 months and eligible for SCI access and ACCM read-on.
