About the Team:
The Global Payment team of ByteDance provides payment solutions - including payment acquisitions, disbursements, transaction monitoring, payment method management, foreign exchange conversion, accounting, reconciliations, and so on to ensure that our users have a smooth and secure payment experience on ByteDance platforms including TikTok.
Responsibilities:
The IT Manager is responsible for managing and continuously improving IT operations, infrastructure, service delivery, and technology risk controls within an FCA-regulated institution.
The role ensures IT services are secure, resilient, well-governed, and support e-money and payment services. It involves implementing IT processes, systems, and controls in line with regulatory requirements, internal policies, risk appetite, and business needs.
The IT Manager supports senior management in overseeing IT operations, outsourcing, cyber security, incident response, change management, business continuity, disaster recovery, and operational resilience, working closely with Compliance, Risk, Information Security, and business teams.
1\. IT Operations \& Service Management
- Ensure stable, controlled, and well-documented IT service delivery with proper processes and escalation.
- Maintain and improve system availability, capacity, and performance.
- Oversee incident, problem, change, request, and access management.
- Keep documentation, system inventories, and architecture records up to date and auditable.
2\. Governance, Risk \& Controls
- Implement IT policies, standards, and controls aligned with business scale and complexity.
- Identify, monitor, and remediate technology risks and control gaps.
- Maintain first-line controls across infrastructure, access, change, backup, recovery, and suppliers.
- Support risk reporting, assessments, and governance documentation.
3\. Information Security \& Cyber Resilience
- Implement security measures to protect systems and data.
- Ensure security controls across access, endpoints, monitoring, patching, and encryption.
- Support incident detection, response, and root cause analysis.
- Drive vulnerability remediation and security awareness.
4\. Operational Resilience, BCP \& DR
- Support resilience framework for critical business services.
- Maintain and test disaster recovery and continuity plans.
- Ensure backup, recovery, and failover processes are effective and tested.
- Identify single points of failure and improve resilience.
5\. Change Management \& Delivery
- Ensure all IT changes follow controlled processes (approval, testing, documentation).
- Assess operational and regulatory impact of changes.
- Ensure proper release controls, rollback plans, and segregation of duties.
- Support system implementation with operational readiness.
6\. Outsourcing \& Third-Party Management
- Oversee outsourced IT services and vendors.
- Monitor performance, risks, incidents, and compliance obligations.
- Ensure proper due diligence, risk assessment, and documentation.
- Maintain supplier records and oversight processes.
7\. Incident, Audit \& Regulatory Support
- Ensure incidents are properly recorded, escalated, and managed.
- Support regulatory reporting where required.
- Act as key contact for audits and reviews.
- Coordinate audit evidence, remediation, and reporting.
8\. Data \& Compliance Support
- Ensure compliance with data retention, logging, and access requirements.
- Support legal, regulatory, and data protection obligations.
- Maintain complete and auditable records.
9\. Leadership \& Stakeholder Management
- Set expectations for service providers and partners.
- Ensure adequate skills, staffing, and training.
- Build strong cross-functional relationships.
Qualifications
Minimum Qualifications
- 5\+ years of experience in IT operations, infrastructure, service management, or technology risk/control roles, preferably within regulated financial services environments (e.g. EMI, payments, bank, fintech, or FCA-regulated firms)
- Strong knowledge of IT operations, infrastructure, cloud/hosted environments, end-user computing, and production support, with solid understanding of technology risk, cyber controls, operational resilience, and outsourcing oversight
- Proven experience managing or overseeing production IT operations, incident/problem/change management, third-party providers, disaster recovery and business continuity testing, IT security controls or remediation, and audit/regulatory support
- Ability to translate regulatory and control requirements into practical operational processes, with strong documentation discipline and audit-ready standards
- Strong incident management, prioritisation, vendor management, and problem-solving capability, with sound judgement in regulated environments
- Clear communication skills, with ability to present risks, issues, and updates to senior stakeholders
- Bachelor’s degree or equivalent in IT, Computer Science, Information Security, Engineering, or related field
Preferred Qualifications
- Experience supporting governance forums, management reporting, and cross-functional remediation programmes in regulated environments
- Experience in cloud-based and outsourced technology environments
- Relevant certifications such as ITIL, ISO 27001, COBIT, CISSP, CISM, CRISC, or cloud certifications
