Position Overview/Duties
- Evaluate Department of the Army (DA) permit applications for activities in U.S. waters, ensuring compliance with federal laws like the Clean Water Act and Rivers and Harbors Act.
- Conduct comprehensive environmental assessments, including wetland delineations and impact analyses, to support regulatory decisions in accordance with the National Environmental Policy Act (NEPA).
- Manage and resolve enforcement cases by investigating unauthorized work, monitoring permit compliance, and developing plans for site restoration.
- Act as a technical expert and representative, coordinating with applicants, government agencies, and the public, and serving as an expert witness in court cases.
- Assist in the development and implementation of regulatory programs, including the creation of general permits and mentoring junior staff on technical and procedural matters.

Qualifications: In addition to meeting the OPM Basic Requirements above, you must also have one year of Specialized Experience:
- Specialized experience: One year of specialized experience equivalent which includes using professional knowledge of the basic principals of geography, engineering, biology and/or physical science and skill sufficient to identify, interpret, and determine the significance of the interrelationships existing among various natural and human phenomena and the processes of change which result from the impact of planned construction activities; evaluating the applications for permits, and the modification of permits, for activities or work in waters of the United States; providing advice to potential applicants/permittees concerning regulatory requirements, including jurisdiction, processing and evaluation, and the likelihood of project approval. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09 or equivalent).
OR
Degree: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Biology. (Note: You must attach a copy of your transcripts.)
OR
Specialized experience as described above, but less than one year; and I have at least two years of graduate education as described above, but less than the required three years. Have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12\. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18\. Add the two percentages. The total percentage must equal at least 100percent to qualify.). (Note: You must attach a copy of your transcripts.
