POSITION SUMMARY
The Program Lead Analyst / Virtual Training Producer supports two FDA instructional-support programs. For the HFP ORTS Instructional Systems Design Support task order, this role supports the Project Manager by coordinating assigned course workstreams, analyzing program and course information, maintaining management controls, and preparing documentation for APV and FDA review. For the PMC Program, this role supports the Project Manager with program coordination, participant and cohort administration, schedule and action tracking, communications, deliverable support, and reporting. The role also operates the approved virtual delivery platform and provides continuous technical and logistical support while the instructor teaches. The position works collaboratively with project managers, instructional designers, instructors, SMEs, quality and accessibility personnel, and program staff to keep work organized, visible, and on schedule.
DUTIES
- Facilitate virtual and in-person training sessions for small and large participant groups.
- Support lead facilitators and instructors during training events and workshops.
- Manage online training and meeting platforms, including participant access, breakout rooms, polls, chat functions, and engagement tools.
- Ensure participants have appropriate training materials, access credentials, and technical support.
- Monitor training sessions to maintain a productive learning environment.
- Troubleshoot basic technical issues involving virtual learning platforms and participant connectivity.
- Coordinate with instructors, program managers, and support staff.
- Maintain attendance records, participant communications, and training documentation.
- Collect participant feedback and recommend improvements.
- Support the PMC Project Manager in coordinating program startup, kickoff and orientation, cohort schedules, course delivery, academic-partner activities, participant support, certification-related activities, and recurring program requirements.
- Maintain PMC schedules, action items, decisions, risks, participant and cohort status, attendance information, instructor and course readiness, and other program records needed for effective oversight.
- Draft and coordinate PMC participant communications, meeting materials, status-report inputs, schedule updates, and follow-up documentation for Project Manager review and approval.
- Coordinate with instructors, the academic partner, the virtual producer function, administrative staff, and other contributors to confirm responsibilities, handoffs, dependencies, and readiness for each PMC milestone and course session.
- Support the HFP ORTS Project Manager in coordinating concurrent laboratory-course evaluation, design, development, review, accessibility, delivery-readiness, and closeout activities.
- Maintain course work plans, milestones, dependencies, action items, review cycles, and status information within the integrated program schedule; identify emerging delays and prepare recovery options for Project Manager review.
- Coordinate inputs and reviews across instructional designers, FDA SMEs, quality and Section 508 personnel, eLearning and multimedia specialists, logistics staff, and other assigned contributors.
- Inventory and analyze Government-furnished course materials and related records; identify missing, outdated, inconsistent, or inaccessible information and track requests for resolution.
- Support evaluations of laboratory courses against approved FDA requirements, scientific standards, applicable RLTS standards, and the National Curriculum Standard for laboratory professionals.
- Draft and coordinate program and course products for review, including report sections, course-development plans, meeting materials, status summaries, decision-support documents, and final-report inputs.
- Maintain risks, issues, decisions, actions, review comments, configuration information, deliverable status, and course records; promptly elevate matters that may affect schedule, quality, accessibility, security, budget, or readiness.
- Collect, validate, and analyze schedule, workload, deliverable, quality, logistics, and budget-status information and prepare concise reports, trackers, dashboards, and recommendations.
- Support per-course budget worksheets, materials-delivery records, and procurement documentation using approved assumptions and supporting records; do not authorize purchases, expenditures, contract changes, or fund reallocations.
- Coordinate pre-course readiness and meeting follow-up, including schedules, materials, logistics, decisions, action items, owners, due dates, and required documentation
EDUCATION
Bachelor's degree from an accredited college or university required.
REQUIRED QUALIFICATIONS
- Minimum 12 years of professional experience in training facilitation, adult learning, workforce development, education, or a related field. Experience conducting virtual training programs and managing online meeting and learning platforms.
- Experience conducting and supporting virtual training programs for diverse audiences.
- Experience managing online meeting and learning management platforms.
- Demonstrated experience facilitating interactive group discussions, workshops, and learning activities.
- Demonstrated experience coordinating federal programs, training-development workstreams, or comparable multi-stakeholder projects with concurrent schedules, deliverables, reviews, risks, and dependencies.
- Experience supporting a Project Manager with program schedules, participant coordination, communications, meetings, action tracking, documentation, deliverables, and status reporting.
- Experience analyzing requirements, source materials, schedules, and performance information and preparing clear plans, reports, trackers, recommendations, and decision-support products.
- Experience supporting instructional design, course modernization, quality review, Section 508 accessibility, or technical training programs.
- Strong verbal communication and presentation skills.
- Ability to engage participants in both virtual and classroom environments.
- Proficiency with virtual collaboration and training technologies (e.g., Microsoft Teams, Zoom, WebEx, learning management systems).
- Ability to manage multiple priorities and support concurrent training activities.
- Strong organizational, customer service, and problem-solving skills.
- Ability to work independently and collaboratively within a project team.
- Strong program coordination, business analysis, documentation, and follow-through skills.
- Ability to synthesize technical, instructional, schedule, quality, and operational information into concise products for management and Government review.
- Ability to coordinate contributors and maintain accountability while respecting established project governance and Government decision authority.
- Working knowledge of instructional systems design, course-development lifecycles, quality review, configuration control, and Section 508 accessibility.
PREFERRED QUALIFICATIONS
- Experience supporting federal government training programs.
- Knowledge of adult learning principles and instructional delivery methods.
- Experience using electronic learning tools, audience engagement platforms, and virtual classroom technologies.
- Experience supporting FDA, HFP, OLOAS, ORTS, or another federal scientific, regulatory, laboratory, or workforce-development program.
- Experience supporting laboratory or technical course evaluation, modernization, development, or delivery.
- Familiarity with RLTS standards, the National Curriculum Standard for laboratory professionals, or comparable competency frameworks.
- Experience using project schedules, action and decision logs, risk and issue trackers, dashboards, or similar program-management tools.
