Job Description
The Chief Strategy Officer provides leadership and oversight for ICOY’s strategic initiatives, working to translate strategic vision into action. The Chief Strategy Officer helps to drive innovation across the organization, and is responsible for the implementation of special projects such as the Intact Family Recovery Center for Excellence, ICOY’s Our Side of the Street racial equity initiative, and the Contracting and Payments Working Group with the Governor’s Office of Management and Budget and the Health and Human Services Coaltion, as well as providing critical support for key policy initiatives at the state and national level. The CSO will also provide key support to the REAL Youth Initiative to launch it as an independent entity. The CSO also serves as a liaison to the ICOY Board of Directors, and supports the CEO in ensuring the organization is aligned with and implementing the strategic framework and plan.
DUTIES AND RESPONSIBILITIES:
Oversees the Development and Implementation of the Intact Family Recovery (IFR) Center for Excellence
- Supervise the Senior Director of Capacity Building
- Develop and implement stragegy to get the Intact Family Recovery Model recognized as an evidence-based practice
- Collaborate with IFR evaluation partner to pursue development of research papers for submission to peer-reviewed journals
- Identify and recruit strategic partners across the country for model replication and expansion, including Medicaid managed care, public child welfare entities, and addiction and recovery providers
- Develop a financial model for Center of Excellence training and technical assistance pricing
- Oversee communications and marketing strategies for the Center of Excellence
- Oversee development of training curriculum and recruitment of external trainers as needed
Supports Strategic Partnerships and External Affairs
- Supervises the Director of Public Policy and Government Affairs
- Leads ICOY’s work on contracting and payment reform, including collaborating with the Governor’s Office of Management and Budget and the Health and Human Services Coalition
- Supports ICOY’s response to the CCBYS transition from the Illinois Department of Human Services to the Illinois Department of Children and Family Services
- Leads or oversees other strategic partnerships as identified
Supports the Child Welfare Coalition and Related Special Projects
- Organizes and supports the Our Side of the Street Initiative, including recruitment and support of initiative members, and development of meeting agendas and speakers
- Supports the twice monthly Child Welfare Coalition meetings and follows up on strategic concerns that arise from these meetings
- Leads ICOY’s collaborative effort to improve the system capacity and response to dually-involved youth
Grows ICOY Membership
- With the Board of Directors, supports membership recruitment and retention and explores new membership categories such as family run organizations, family advocacy centers, and sponsors
- Collaborates with the Director of Process Improvement and Technology to ensure member-related events are relevant, timely, and well-executed, and offer value to members
Supports the ICOY Board of Directors
- Supports the CEO in orienting new members of the Board of Directors to their role and to the organization
- Ensures that all Board meetings and Board committees are staffed, with appropriate logistical support for calendars, minutes, and relevant data and materials
- Supports the CEO and Board Chair in the development of Board meeting agendas
- Supports the CEO in ensuring accountability to the organization’s strategic plan
- Attends Board of Directors Meetings
Serves as a Member of the Executive Leadership Team
- Is a thought leader and engage proactively in the leadership of the organization, including development of policies, procedures, and processes
- Works collaboratively to support and maintain an organizational culture that is aligned with organizational values
- Supports the CEO in implementing the organization’s strategic plan
- Checks in with staff and represent staff concerns at the leadership level
- Communicates leadership decisions to staff
- Supports intra-agency communication and collaboration
- Organizes monthly All-Staff Meetings and Executive Leadership Team meetings

Education, Experience, Knowledge:
Master’s degree (M.A.) or equivalent; or ten to fifteen years related experience and/or training; or equivalent combination of education and experience.

A. Language Skills
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
B. Computer Skills
Computer software required such as Microsoft Word, Excel, Power Point, Sharepoint, and Outlook. ICOY also uses the Salesforce database to track and analyze programmatic data and generate reports.
C. Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to calculate figures and amounts such as interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
D. Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
E. Analytical Skills
Ability to visualize and assess abstract ideas and develop structured plans for implementation of marketing plans.

A. Travel Expectations
This position will require occasional travel within the state, usually less than once per month. It may require travel outside the state once per year.

This position usually operates within typical working hours. It may occasionally require evening or weekend hours, such as for a special event.
C. Work Location
This organization is following a hybrid work model, with staff asked to work at least two days a week in the office or field. Staff are permitted to work the remainder of the time at home if they choose.
D. Supervision
This job supervises two people directly – the Senior Director of Capacity Building and the Director of Public Policy and Government Affairs. In total, five people report to this position either directly or indirectly.
Compensation \& Benefits
Full-time salary. The range for this position is $108,900 to $152,460 and it is in salary band 20\.
A. Benefits

Paid time off includes vacation time (earned at a rate established by tenure at the organization), sick time, a personal holiday, and paid organization-wide holidays.
