Job Summary

The Vice President of Business and Finance/Chief Business Officer (CBO) serves as a key member of the administrative leadership team, providing both strategic and operational support to the College. The CBO is the primary financial risk manager and financial advisor for the institution, leading implementation and effectiveness of financial information systems and other control systems; affirming compliance with contractual financial obligations; safeguarding all College assets and managing the liquidity and investment of College funds to optimize cash flow and minimize financial risks. The CBO is responsible for ensuring the financial integrity of the College advising on all matters of fiscal security and accountability, financial planning and reporting and stewardship of College resources. The Vice President for Business and Finance is the Chief Business Officer of the College, a direct report to the President and a key strategic advisor to the President and members of the President's cabinet.

Responsibilities

  • Assess and evaluate financial performance through strategic financial modeling with regard to long-term operational goals, budgets and forecasts. Provide insight and recommendations regarding both the short-term and long-term plans of the College. Execute necessary strategies and monitor the outcomes to achieve stated goals. Participate in the ongoing strategic planning process as an integral member of the executive leadership team.
  • Provide strategic leadership and direct administrative oversight for core financial and operational functions, including Controller, Accounting, Budgeting, Purchasing, Student Accounts, and Auxiliary Services.
  • Develop multi-year budgets to promote financial stability, factoring in changes in enrollment as new academic offerings are developed. Develop and execute decision-making based on analysis of business initiatives, academic affairs identification of program launches and/or new course offerings, and fiscal evaluation of the sustainability of the new programs.
  • Ensure adequate and comprehensive controls are in place and functioning to minimize risk.
  • Responsible for development, management and oversight of the College¿s investment plan to ensure that the funds are invested in accordance with state law and to achieve the greatest return with proper risk assessment.
  • Oversee capital budgeting and long-range facilities planning. Coordinate capital projects with Facilities and Purchasing to ensure contracts are issued in accordance with state and federal guidelines and that the purchase of materials and services are done in accordance with state bid law requirements. Responsible for the purchase and acquisition of College property, construction projects, and renovation projects.
  • Implement and monitor fiscal policies and procedures; ensure institutional compliance with various laws, rules and regulations.
  • Ensure accurate and timely financial reporting (internal and external).
  • Serve as liaison to external auditors and regulatory agencies.

Required Qualifications

  • 4 Year / Bachelor's Degree
  • Ten years of experience managing the fiscal affairs of a complex organization
  • Five years directly managing a team of accounting or finance professionals

Preferred Qualifications

  • Graduate Degree Master's degree in business, finance, economics or related field
  • Strong initiative, organizational and leadership skills; evidence of good oral and written communication skills.
  • Ability to supervise and work well with others, evidence of problem-solving ability, and management skills.

Proposed Salary

186,000 - 196,000

Salary offer will be dependent on candidate's experience and qualifications, internal equity considerations, budget availability, and salary administration guidelines.

Knowledge, Skills, \& Abilities

  • Demonstrated commitment and ability to communicate, interact, and build effective relationships within an organization
  • Working knowledge of higher education systems to include Peoplesoft
  • Proven ability to plan budgets, allocate resources, and manage business and financial services
  • Strong working knowledge of financial, budget, accounting and other related fiscal expertise to ensure compliance with regulations and effective support of the College's mission
