What You Will Do – Essential Duties and Responsibilities:

Employee is under administrative direction from Human Capital Management Administrator 1\. This position involves gathering and analyzing data related to human resources functions such as recruiting, talent management, and employee engagement to provide insights and recommendations to HR leaders to improve their strategies and decision-making. The employee will help the agency achieve CFSR standards and help ensure service delivery that focuses on Safety, Permanency and Well-being for the families served by the agency. Given the nature of this classification’s duties/responsibilities, it has been designated as Exempt under the governing Fair Labor Standards Act regulations and, therefore, is not entitled to formal overtime compensation and/or formal compensatory time.

· Perform advanced human resources sub-programs. Evaluation of workforce analytics;

· Collect, analyze, and report on HR data to support decision-making processes;

· Create and maintain key HR metrics, such as turnover and retention rates, employee engagement scores, time-to-fill job vacancies, absenteeism, training, forecasting and historical trends;

· Collaborate with HR team members to understand data needs and design reports to meet those needs;

· Develop dashboards and visualizations to communicate HR data to stakeholders;

· Conduct ad hoc analyses to answer questions and identify trends in HR data;

· Ensure data accuracy and consistency, often by working with other departments to reconcile discrepancies;

· Interpret data and communicate findings to HR leadership, recommending actions based on data insights;

· Maintain an understanding of industry trends and best practices for HR metrics and reporting;

· Train other employees on how to understand and use HR metrics to inform their work;

· Conduct internal HR audits (e.g. pay steps, CCU, PA’s, selection work sheets, etc.).

· Position Specific Minimum Qualification validation (e.g., coordinating Subject Matter Experts, conducting job analysis, advising managers, submission \& tracking);

· Content-valid assessment/selection design.

· Bi-weekly payroll reporting (PA’s) to include retention bonus and referral reporting.

· Organizational Design (e.g., maintaining table of organization to include PCN’s, advising managers, coordinating structures analyzing needs \& succession planning).

· Serve as liaison with other departments for special projects to include County Auditor’s office to determine position classification numbers for new position creation or reclassification.

· Serve as dedicated back-up to HRIS Administrator.

· Performs other related duties as assigned.

What you bring to the role:

· Completion of undergraduate core program in human resources, business, or public administration; 12 mos. exp. in human resources.

· Or 3 yrs. exp. in human resources.

· Or 1 yr. exp. as Human Capital Management Analyst, 64612\.

· Or equivalent of Minimum Class Qualifications for Employment noted above

What we hope you bring to the role:

· Bachelor’s degree in HR Management or related field; 3-5 yrs. exp. in HR Management;

· 30 months experience in HR analytics/metrics.

Certifications or Licensure:

· Must have a valid Ohio Driver’s License with automobile insurance that complies with Franklin County Children Services agency policy.
