Role Overview

The Senior QA/QC Engineer is responsible for supporting the implementation of the Project Quality Management System (QMS) across all phases of the project, from mobilization through construction, commissioning, and handover. The role ensures that all works comply with project specifications, client requirements, applicable codes and standards, ISO 9001 requirements, and internal quality procedures.

The position plays a key role in promoting a “right-first-time” culture, ensuring effective quality control, reducing rework, and supporting continuous improvement initiatives throughout the project lifecycle.

Key Responsibilities

1\. Project Quality Implementation

  • Assist in the implementation and maintenance of the Project Quality Plan (PQP), Inspection \& Test Plans (ITPs), and Quality Control Procedures.
  • Prepare and maintain quality documentation including inspection reports, test records, and quality logs.
  • Support the preparation of weekly and monthly quality reports.
  • Ensure proper implementation of Non-Conformance Reporting (NCR) procedures and follow-up on corrective and preventive actions.
  • Participate in root cause analysis (RCA) and support resolution of quality issues.

2\. Engineering \& Procurement Support

  • Review technical submittals to ensure compliance with project specifications, applicable standards, and client requirements.
  • Support vendor and material inspections in coordination with procurement and engineering teams.
  • Assist in monitoring material deliveries and verifying compliance with approved specifications.
  • Participate in Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) as required.
  • Support review of subcontractor and supplier quality documentation.

3\. Construction \& Site Quality Control

  • Carry out and witness site inspections in accordance with approved ITPs and method statements.
  • Monitor ongoing construction activities to ensure compliance with project quality requirements.
  • Coordinate with site engineers, supervisors, and inspectors to ensure proper execution of works.
  • Review and verify material testing and laboratory results.
  • Assist in quality surveillance activities using risk-based inspection approaches.
  • Attend site quality meetings with project teams, subcontractors, and client representatives.

4\. Commissioning \& Handover Support

  • Support inspection and verification of completed works prior to commissioning.
  • Assist in punch list preparation, tracking, and closure.
  • Contribute to the preparation of final quality dossiers, including inspection records, test reports, and compliance documentation.
  • Support compilation of handover documentation such as as-built drawings, O\&M manuals, and certificates.

5\. Continuous Improvement \& Reporting

  • Identify and report quality deviations and non-conformities in a timely manner.
  • Support analysis of quality trends and recurring issues.
  • Contribute to lessons-learned documentation and improvement initiatives.
  • Participate in internal quality audits and external inspections.
  • Support training and awareness programs for site personnel on quality requirements.

Required Qualifications \& Experience

  • Bachelor’s degree in civil or mechanical or electrical engineering discipline.
  • Minimum

12 to 15 years

post-graduate experience, with

5\+ years

in a Senior QA/QC role on large-scale construction or EPC projects (\> USD 100 M).

  • Lead Auditor certification in ISO 9001; additional knowledge of ISO 14001 / ISO 45001 is a plus.
  • Proven track record of executing Project Quality Plans, ITPs and handover dossiers.
  • Knowledge of root-cause and risk analysis tools (5 Whys, Fishbone, FMEA) and statistical process control.
  • Familiarity with local building codes and authority permitting processes (as required).
  • Advanced user of MS Office, SharePoint, and document management systems (e.g., Aconex, etc..).
