Job Description

The Senior Manager, Subcontracts is responsible for providing strategic and tactical leadership for the company's procurement and subcontracting organization, including oversight of a team of Buyers, Subcontract Administrators, and Subcontracts Managers.

This position leads all aspects of subcontract and procurement activities supporting federal government proposals and contract execution while ensuring compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), SBA regulations, customer requirements, and company policies.

This role serves as a trusted advisor to Senior Leadership, Capture, Business Development, Contracts, Pricing, Program Management, and Finance, leading subcontracting strategy from opportunity identification through contract closeout.

A critical focus of this position is supporting competitive proposals by developing acquisition strategies, negotiating teaming arrangements, managing supplier engagement, preparing compliant subcontracting plans, and ensuring timely execution of all procurement and subcontract deliverables.

The Senior Manager is responsible for maintaining a compliant purchasing system, developing high-performing supplier relationships, mentoring procurement professionals, and driving continuous process improvement. Occasional travel may be required.

Responsibilities

  • Proposal \& Capture Support:

+ Lead the subcontracting strategy for competitive federal proposals from capture through contract award.

+ Partner with Capture Managers, Business Development, Pricing, Contracts, and Proposal Managers to develop acquisition strategies that improve competitiveness while mitigating contractual and business risk.

+ Lead identification, qualification, and engagement of subcontractors, teammates, consultants, and strategic partners.

+ Manage all subcontract-related proposal activities, including RFIs, RFPs, RFQs, proposal requests, evaluations, negotiations, pricing analyses, and Letters of Intent.

+ Develop, review, negotiate, and execute Teaming Agreements, Non-Disclosure Agreements, Memoranda of Understanding, and pre-award subcontract documents.

+ Prepare and manage Small Business Subcontracting Plans and related proposal documentation in accordance with FAR requirements, customer solicitations, and corporate objectives.

+ Ensure subcontractor proposal packages are complete, compliant, competitive, and submitted in accordance with solicitation requirements.

+ Coordinate supplier cost proposals and perform cost and price analyses to support proposal pricing and fair and reasonable determinations.

+ Collaborate with Pricing to develop compliant cost volumes, basis of estimates, and subcontract pricing narratives.

+ Support color team reviews and executive proposal reviews by providing subcontract strategy, risk assessments, and procurement status updates.

+ Build and maintain strategic supplier relationships to support future capture efforts and company growth initiatives.

  • Procurement \& Subcontract Management:

+ Lead the organization's procurement and subcontract administration functions from award through closeout.

+ Provide leadership and oversight to a team of Buyers, Subcontract Administrators, and Subcontracts Managers.

+ Oversee subcontract negotiations, purchase order issuance, modifications, supplier performance management, and subcontract closeout.

+ Ensure proper flow-down of prime contract requirements and customer-specific clauses.

+ Resolve complex contractual, procurement, and supplier performance issues.

+ Establish procurement priorities and allocate team resources to support both proposal and program execution requirements.

  • Compliance \& Business Operations:

+ Maintain compliance with FAR, DFARS, SBA regulations, agency supplements, and company procurement policies.

+ Ensure purchasing system readiness and support Contractor Purchasing System Reviews (CPSRs), customer audits, and internal compliance reviews.

+ Develop and maintain procurement procedures, templates, standard operating procedures, and training materials.

+ Monitor procurement metrics and implement process improvements that enhance efficiency, compliance, and customer satisfaction.

+ Serve as the organization's subject matter expert on procurement regulations, subcontracting compliance, and supplier risk management.

Qualifications

  • Bachelor’s degree in business in related field or 7 years of experience
  • Must have a minimum of 7 years of experience in government contracting/subcontracting.
  • 3 years in CPSR (Contractor Purchasing System Review) environment.

Desired Qualifications

  • Ability to self-perform and delegate effectively.
  • Experience with hardware/software reseller agreement and value-added resellers (VAR).

This Hybrid position requires that you live within commuting distance from Herndon, VA.
