Job Description

OVERVIEW

  • The Contract Specialist is responsible for identifying, pursuing, developing, and supporting contract opportunities that align with the Agency’s operational objectives and standards.
  • This position requires an individual of strong integrity, character, honesty, reliability, and work ethic who can represent the Agency professionally throughout the contracting and procurement process.

KEY RESPONSIBILITIES

  • Identify and pursue government, commercial, and private-sector contract opportunities.
  • Review RFPs, RFQs, solicitations, and contract requirements for compliance and feasibility.
  • Assist with proposal development, pricing, negotiations, and contract administration.
  • Coordinate with leadership and operational teams to ensure proposed services can be successfully delivered.
  • Maintain accurate documentation, meet deadlines, and protect confidential Agency and Client information.
  • Conduct all business with professionalism, accountability, integrity, and honesty.

KEY QUALIFICATIONS

Candidates must demonstrate:

  • Exceptional Written and Verbal Communication: Ability to communicate clearly, professionally, and effectively with government agencies, Clients, vendors, and internal leadership.
  • Negotiation \& Contract Discussions: Strong ability to participate in contract negotiations, clarify requirements, communicate proposed terms, and professionally represent the Agency throughout the contracting process.
  • Government Contracting Knowledge: Working knowledge of the Federal Acquisition Regulation (FAR), government solicitations, contract requirements, Statements/Scopes of Work (SOW), and applicable procurement processes.
  • Pricing \& Budget Development: Ability to develop contract budgets, analyze costs, establish competitive pricing, and evaluate financial feasibility while maintaining profitability and competitiveness.
  • Analytical \& Research Skills: Highly proficient in researching contract opportunities, analyzing solicitation requirements, identifying risks, and translating complex information into actionable proposal strategies.
  • Proposal Development \& Presentation: Ability to develop professional, well-organized, visually appealing proposals and contract submissions that clearly communicate the Agency's capabilities and value.
  • Exceptional Attention to Detail: Extremely detail-oriented with the ability to identify discrepancies, follow complex submission requirements, proofread documentation, and maintain accuracy throughout the contracting process.
  • Organization \& Time Management: Highly organized and capable of managing multiple opportunities, priorities, deadlines, documents, and submission requirements simultaneously.
  • Business Development Knowledge: Strong understanding of the overall principles and processes associated: Contracting, Procurement, Business Development, and Proposal Development.

Commission-Based Compensation - $$$$

This is a commission-based position.

Contract Specialists could potentially make up $170,000\+ a year.

For every contract successfully secured for the Agency through the Contract Specialist's efforts, commission may range from 1% to 12% of the applicable total contract value, subject to the specific opportunity, level of involvement, contract terms, and written commission agreement established by the Agency.

The greater the opportunity and demonstrated contribution to securing the contract, the greater the potential earning opportunity.

EXAMPLE:

The Contract Specialist secures a One Million Dollar ($1,000,000) contract.

Commission Rate Potential for the Contract Specialist off of one contract:

  • 1% \= $10,000
  • 3% \= $30,000
  • 5% \= $50,000
  • 8% \= $80,000
  • 10% \= $100,000
  • 12% \= $120,000

Pay: $32,000\.00 - $175,000\.00 per year
