Procurement Specialist

About the Role:

Are you an experienced procurement professional who knows Virginia local government purchasing and the Virginia Public Procurement Act (VPPA)? We are partnering with a client seeking a knowledgeable, responsive Procurement Specialist / Procurement Analyst who can hit the ground running. This role is ideal for someone who has hands-on experience leading public-sector solicitations, managing contracts and navigating Virginia procurement requirements.

Responsibilities:

• Lead solicitations from start to finish, including IFBs, RFPs, RFQs and other competitive procurement processes.
• Review and process purchase orders, requisitions and procurement documentation.
• Manage contracts, renewals and cooperative (Co-Op) contracts.
• Ensure procurement activities align with the Virginia Public Procurement Act (VPPA) and applicable local government policies.
• Review specifications, pricing, contract terms and supporting documentation.
• Work directly with internal departments to understand their needs and determine the appropriate procurement approach.
• Maintain accurate contract and procurement records and stay ahead of deadlines and renewals.
• Utilize procurement and financial systems, including Oracle Cloud.

Qualifications:

• Experience working in Virginia local government or Virginia public-sector procurement.
• Strong knowledge of the Virginia Public Procurement Act (VPPA).
• Proven experience leading solicitations and competitive procurement processes.
• Experience reviewing and processing purchase orders.
• Experience managing contracts and cooperative purchasing agreements.
• Stellar computer and technology skills; Oracle Cloud experience is a plus.
• Ability to learn new systems and processes quickly.
• Excellent attention to detail and organizational skills.
• Superb communication and stakeholder-management abilities.
• A strong sense of urgency with the ability to keep multiple procurement activities moving forward.
