Job Description

We are seeking a Business Systems Engineer / Technical Program Manager to lead cross-functional initiatives supporting enterprise systems and operational priorities. This role serves as the primary liaison between business stakeholders and technical teams, ensuring requirements are clearly defined, projects are delivered on schedule, and systems effectively support organizational objectives.

Lead collection, capture, and management of mission user needs from prioritization through concept development, and user story writing to support development and deployment. Facilitate the gathering of business focused requirements to support a product team and product owner in defining the backlog and ensuring the users perspective is considered. Focus requirements gathering on improved usability, user experience, and driving user adoption and engagement. Identify core business needs and decompose and document in concepts of operation, story maps, briefings, and user stories; document business rules and construct workflow diagrams as needed. Provide consultation on complex projects while considering the business implications of the application of technology to the current and future business environment. Ability to comprehend, analyze, and interpret documents. Ability to solve problems involving several options in situations. Requires intermediate analytical and quantitative skills.### Requirements

Required:

• Active Top Secret Clearance/SCI Eligibility; This position may require the successful completion of a Counterintelligence (CI) Polygraph.
• 8\+ years of experience in business systems, project management, or technical program leadership
• Experience leading cross-functional technical teams
• Strong requirements gathering and documentation skills
• Proven ability to manage multiple concurrent projects
• Excellent stakeholder communication and executive reporting skills
• Experience working with enterprise systems (ERP, CRM, HRIS, financial systems, etc.)
• Strong analytical and problem-solving skills

Preferred:

• PMP, Agile, or Scrum certification
• Experience in a government, defense, or regulated environment
• Familiarity with reporting tools (Power BI, Tableau, or similar)
