Devoted to providing engineering support, inspection and professional civil engineering for a variety of public works, utilities, storm water, and transportation facilities/projects as well as review of public and private development projects. Perform journey-level engineering work requiring independent evaluation and analysis of issues and the exercise of judgment, education and experience to select and apply criteria to resolve problems and make recommendations. Decision-making includes selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. Incumbents provide technical engineering services for civil engineering projects.
Responsible for reviewing project documents, plans and data; preparing technical presentations, reports, plans and correspondence; reviewing commercial and residential development plans for private land development and infrastructure improvements; drafting agreements and ordinances; responding to citizen questions; coordinating and overseeing the work of contractors and engineering consultants; performing engineering and complex fee calculations; coordinating projects with stakeholders and/or regulatory agencies.
Duties/Responsibilities
- Prepares and/or reviews technical presentations, reports, land development applications, plats, agreements, engineering and construction drawings, contracts, plans (including development, zoning, and traffic and signal plans), and correspondence; drafts ordinances and resolutions; maintains records, logs, and databases; reviews and analyzes information; researches trends; makes recommendations; and ensures compliance with City requirements, and applicable regulations, policies, and procedures.
- Coordinates with internal and external stakeholders, including regulatory agencies and the public, and attends meetings, to provide professional-level technical expertise; responds to and investigates questions, concerns, and requests; performs outreach activities; trains staff, ensuring compliance with applicable regulations, policies, and procedures.
- Manages special projects when assigned, including providing guidance to staff and other managers, coordinating program and project operations, and researching and designing solutions. May lead or supervise operations of support/paraprofessional staff; coordinates operations related to application processing, billing, and infrastructure acceptance; develops operational policies and procedures; establishes work unit goals, as assigned; and ensures that all operations comply with applicable policies and procedures.
- As assigned, may serve as a lead worker, assigning work and monitoring work completion, or supervise paraprofessional and support staff, to include conducting performance evaluations; coordinating training; and implementing hiring, discipline, and termination procedures.
- Reviewing water, sewer, and storm drainage as-built drawings.
- Reviewing sanitary sewer and storm drainage video inspections.
- Assisting with the final infrastructure acceptance and warranty process.
- Responding to customer questions.
Minimum Qualifications \& Experience
- Bachelor’s degree in engineering, construction project management, or a directly related field.
- Five years of related engineering and/or project management experience.
- North Carolina Engineering Intern Registration
- Valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City.
Additional Preferred Skills
- Experience reviewing infrastructure as-builts/record drawings.
- Experience reviewing storm drainage and/or sanitary sewer video inspection.
- Experience with the State of North Carolina Sewer Permitting process.
- Experience using Bluebeam software to perform plan review.
