This position is located in Los Alamos, New Mexico.

Position Summary
The Project Manager, Non-Supervisory position involves the planning, executing, and overseeing projects to ensure they are completed on time, within budget, and to the required quality standards, while also managing resources, stakeholders, and risks.
The Project Manager, Non-Supervisory coordinates all technical activities in an efficient manner to ensure that the project requirements and deadlines are met. Coordinate with other organizations, professionals, field personnel, and subcontractors to accomplish the efficient and smooth implementation of project directives.
Essential Duties/Responsibilities (may Include, But Are Not Limited To)
- Planning: Develops and maintains project baselines, with appropriately defined project scope, timelines, budgets, and resource allocation plans.
- Execution: Oversees project activities, manage tasks, and ensure adherence to the project plan.
- Team Leadership: Leads and motivates project teams, providing guidance and support through influencing others.
- Stakeholder Management: Communicates project status, addresses challenges and concerns, and manages expectations.
- Risk Management: Identifies, assesses, and mitigates project risks.
- Budget Management: Manages project costs and ensure adherence to the budget.
- Monitoring and Control: Utilizing N3B’s Earned Value Management System (EVMS), and working with project controls support staff, tracks progress, identifies potential issues, analyzes variances, and develops, implements, and manages corrective actions.
- Quality Assurance: Ensures that project deliverables meet quality standards.
- Documentation: Maintains project documentation, including plans, reports, and meeting minutes

Minimum Qualifications (Knowledge, Skills, Abilities):
- Proven track record of leading project teams.
- Demonstrated expertise in project management, including project controls, scheduling, budgeting, and cost analysis.
- Demonstrated knowledge and ability in budget and schedule development.
- Deep knowledge of change management principles, life cycle cost analysis, and risk mitigation strategies.
- Intermediate proficiency with Earned Value Management Systems (EVMS) and forensic schedule/cost analysis.
- Strong financial acumen with experience analyzing operational and financial data to drive performance and decision-making.
- Excellent written and verbal communication skills are essential for effective stakeholder management and team leadership.
- Lead and motivate teams, delegate tasks, and resolve conflicts.
- Strong organizational skills and ability to develop and manage project plans.
- Ability to identify and resolve issues effectively.
- Intermediate knowledge of government contracting or regulated environments, including subcontract oversight and compliance.
- High emotional intelligence, strong interpersonal skills, and the ability to lead cross-functional teams across diverse disciplines.
- Familiarity with project management methodologies such as Agile, Waterfall, or PMBOK.
- Intermediate proficiency in project management software and tools.
Level 4

Education And Experience Required
Level 3:
Bachelor’s degree combined with 5 to 8 years of related experience. A combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable. Education Equivalency: 2 years of relevant experience for 1 year of college.
Previous experience working on or managing environmental projects at DOE sites is preferred.
Level 4:
Bachelor’s degree combined with 9 to 11 years of related experience. Formal education in Project Management, Project Management Professional (PMP) or other notable project management certification or demonstrated proficiency in Project Management (particularly on government contracts with EVMS requirements) is desired. A combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable. Education Equivalency: 2 years of relevant experience for 1 year of college.
Previous experience working on or managing environmental projects at DOE sites is preferred.

: Represents organization as a prime contact on contracts or projects. Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.

Working Conditions And Physical Requirements
Physical requirements conducive to a normal office environment. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. May spend time in the field gathering data and monitoring environmental conditions firsthand. Field activities may require working in unfavorable weather conditions.

While working to achieve N3B LLCC objectives, the Project Manager will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
