- The Opportunity:
CACI is seeking a highly motivated and detail-oriented, Senior Technical Writer to join our dynamic team supporting United States Fleet Forces Command (USFFC) N41\. The Strategic Technical Writer serves as the primary communication architect for the N41 Directorate. This role is responsible for translating complex logistics data, fleet readiness metrics, and strategic objectives into clear, authoritative, and actionable documentation. Operating within a high-tempo Flag Officer front office, the incumbent will uphold the highest standards of accuracy and precision in all staff deliverables to ensure the N41 is supported with reliable, high-fidelity information, while ensuring all internal and external communications maintain the commander's voice and intent.
As the Senior Technical Writer, you will have three major areas of responsibility notwithstanding other duties assigned by Leadership. These areas are as follows:
Responsibilities:
Executive Correspondence \& Communications
- Strategic Advisory: Serves as a trusted advisor, providing strategic communication advice and situational awareness to the Director (Flag Officer) and Deputy Director.
- Speech Writing: Research, draft, and edit high-impact speeches, talking points, and scripts for the N41 and Flag leadership for fleet engagements, change of commands, and industry conferences.
- Ghost Email (GEM): Manage and draft executive-level "Ghost Emails" to maintain professional, consistent communication across the command and with external stakeholders.
- Schedule Execution: Maintains the Flag Officer’s personal and social calendars, ensuring no conflicts exist between operational and social commitments.
- Office Management: Directs the administrative flow of the front office, including record-keeping, personnel reports, and administrative security.
- Correspondence Management: Reviews all incoming and outgoing correspondence for content, policy alignment, and proper formatting before it reaches the Flag. Ensures all outgoing documents adhere strictly to the Navy Correspondence Manual (SECNAVINST 5216\.5 series).
Staff Action \& Task Management
- Staff Coordination: Works with the Front Office staff in synchronizing the activities of the Flag Officer, Deputy and immediate staff and subordinate commands to ensure alignment with the Admiral's intent.
- Completed Staff Work (CSW): Facilitate the "Completed Staff Work" process, ensuring all routing packages are thoroughly researched, coordinated across directorates, and contain all necessary concurrences before reaching the Flag level.
- Tasker Tracking: Utilize and coordinate Enterprise Task Management Solution System (ETMS2), or other command-specific task management tools to assign, track, and close out N41 directorate taskers and staff action items within strict deadlines.
- Read-Ahead Production: Compile and organize "Read-Ahead" binders and digital packages for upcoming VTCs, meetings, and travel, ensuring the N41 is briefed on all critical background information.
- Travel and Logistics: Oversees the development of travel arrangements and complex itineraries, ensuring "read-ahead" materials and comprehensive travel briefing portfolios are finalized for all official engagements. Serve as a Defense Travel System (DTS) coordinator, managing authorizations, vouchers, and complex per diem requirements.
Technical Logistics Documentation
- Readiness Synthesis: Translate dense N41 logistics reports and supply chain data into concise Executive Summaries (EXSUMs), Point Papers, Presentations, and White Papers.
- SOP Development: Draft and maintain Standard Operating Procedures (SOPs) for directorate-level business rules and knowledge sharing processes.
Qualifications:
Required:
- Active DoD Secret clearance (TS Preferred)
- Bachelor’s degree in Communications, English, Business Administration, Technical Writing, journalism or other relevant technical field.
- In addition to the education requirements above, Technical Writer must have a minimum of five years industry experience as an effective technical writer or executive staff support within a DoD or military environment.
- As a substitute, five years of industry experience as an effective technical writer or executive staff support within a DoD or military environment. Education equivalency experience is in addition to the minimum experience of the labor category.
- Technical Proficiency: Exceptional mastery of Microsoft Office Suite (Word, PowerPoint, Excel) and SharePoint.

Desired Qualifications:
- Active DoD Top Secret Clearance
- Supply Corps Background: Former or current Navy Supply Corps Officer or equivalent experience in Naval Supply/Fleet Logistics.
- Staff Experience: Direct experience supporting a Flag Officer (Admiral) or Senior Executive Service (SES) member.
- Tool Expertise: Advanced proficiency with Enterprise Task Management Solution System (ETMS2), Defense Travel System (DTS), and Navy Automated Information Systems (AISs).
- Military Correspondence: Expert-level knowledge of Navy protocols and formal routing procedures.

Pay Range:
This posting is for a position covered by the Service Contract Labor Standards (SCA). The pay and benefits provided for this position will meet or exceed the minimum required amounts detailed in the wage determination issued by the Department of Labor and made applicable to this position, as incorporated into CACI’s government contract for the work location.
