About The Role

We are seeking a highly skilled Business Systems Analyst II (NS) to join the Business Information \& Analytics Office (BIAO). This centralized team is responsible for providing advanced reporting and data analysis of Medicaid claim, beneficiary, and provider data to support the strategic goals and operational needs of the Division of Health Benefits. The successful candidate will be instrumental in advancing NC Medicaid’s evolution into a data-driven organization by delivering insights through comprehensive data analysis, reporting, and visualization. This role involves collaboration with multiple internal stakeholders, including division management and program managers, to develop solutions that enhance decision-making processes and operational efficiency.

The Business Systems Analyst II will analyze complex Medicaid data, forecast business needs, and develop reports using various analytic tools and programming languages. The position offers the flexibility of hybrid telework, allowing for a balance between remote work and onsite presence, with a minimum requirement of eight onsite days per month. The role demands a proactive approach to data quality, analysis, and communication to support the division’s mission of improving health outcomes for Medicaid beneficiaries.

Qualifications

  • Bachelor’s degree in Business Administration, Economics, Finance, Mathematics, Management Information Systems (MIS), Healthcare Administration, Computer Science, Engineering, or a related quantitative discipline.
  • Minimum of three years of relevant programmatic experience or an equivalent combination of education and experience.
  • Proficiency with SAS, SQL, Cognos, Tableau, Power BI, or similar data visualization and analytics tools.
  • Experience in analyzing large datasets, conducting financial and quantitative analysis, and developing data extracts and reports.
  • Strong understanding of Medicaid operations and familiarity with NC Medicaid systems is preferred.
  • Excellent communication skills, with the ability to present complex data insights clearly and effectively.
  • Ability to work independently, prioritize tasks, and collaborate effectively with diverse teams.

Responsibilities

  • Conduct comprehensive data analyses related to Medicaid quality assessment, utilization trends, cost management, program impact, and performance metrics.
  • Utilize advanced analytics, financial analysis, and quantitative methods to interpret program data and identify underlying factors influencing results.
  • Forecast future business needs and support the development of strategies aligned with agency goals and objectives.
  • Create and maintain reports, dashboards, and analytics using large data warehouses, Medicaid claims processing systems, and other data sources with tools such as Cognos, SQL, SAS, Tableau, or Power BI.
  • Perform data quality checks to ensure accuracy, completeness, and reliability of reports and data extracts.
  • Prepare detailed written reports and deliver verbal presentations to staff and management to communicate findings and insights effectively.
  • Provide consultative support to staff on data sources, analytic capabilities, and best practices for data use and analysis.
  • Coach and support non-analyst staff in understanding and utilizing data and analytic tools to enhance their decision-making capabilities.
  • Collaborate with division teams to understand data requests, define requirements, and develop tailored reports and analyses to meet operational needs.
