Job Description

Key Responsibilities:

  • Ensure the purchasing process and workflow in each expense category is updated and approved
  • Ensure all the purchases are fully complied according to the company procedure, policy and Business Code of Conduct as well as law in the most cost-efficient way.
  • Review and approve the sourcing of vendors as per the business strategy
  • Provide purchase recommendation including the payment terms, review and evaluation of quotation.
  • Coordinate and get support from legal department to ensure all contracts are compiled according to the law.
  • Ensure all the contracts and purchasing data i.e. Vendors and purchasing history are updated and accurate on the system.
  • Prepare and submit for permit import plans for raw materials approval by related Ministry
  • Ensure Form D/Form E is used as optimized for no import exemptions
  • Coordinate with forwarding agent (3PLs) in both local and overseas to process the Custom Clearance of import process
  • Ensure the lead time of the shipments are updated on timely manner
  • Provide insights and price on alternative routes/ vendors for the imports/ exports
  • Perform vendors evaluation once per year as per defined timeline
  • Track and manage the vendor contracts
  • Manage the bidding process to ensure full transparency
  • Manage the implementation of procurement system
  • Manage the saving projects including OA (Opportunity Assessment) projects
  • Manage and build cooperative relationship with the external stakeholders.
  • Signal and analyze relevant market development regarding customers/consumers, vendor, price, commodity price and cost development
  • Product and market knowledge is up to date

Requirements:

  • Bachelor’s Degree or Diploma in Business Administration or related field
  • Minimum 3 years’ procurement management experience in a manufacturing environment
  • Fluency in English and Lao
  • Leadership skills
  • Experience in contract, sourcing, and category management
  • Strong stakeholder management and negotiation skills
  • Strategic mindset with solid business analysis skills
  • Continuous Process Improvement
