The Business Taxes Specialist I Will:

  • Review and analyze recommended adjustments and refunds prepared by team members on petition for redetermination, administrative protests, and claims for refund received for the various special taxes and fees programs.
  • Review and evaluate petitions and administrative protests received from taxpayers and include direct communication with them to resolve special taxes appeals cases.
  • Analyze refund cases and supporting documentation to take appropriate steps in processing taxpayer's claims for refund.
  • Prepare Summary Analyses and forward cases to Appeals Bureau for scheduling of appeals conferences.
  • Attend appeals conferences and respond to post-conference requests.
  • Review Decisions and Supplemental Decisions issued by the Appeals Bureau for significant factual errors, errors in applying established policies and procedures, and errors in applying the laws and regulations to the facts of the case.
  • Recommend to management if a Requests for Reconsideration (RFR) should be filed by ADAB or drafting responses to RFR filed by taxpayer.
  • Coordinate implementation of Appeals Bureau's Decision with other units.
  • Review and/or process re audit reports, public record items, etc.
  • Provide response to Litigation team on litigated appeals cases.
  • Coordinate special projects on establishing procedures or training for ADAB team members.

Under Government Code 14200, this position may be eligible for partial telework for eligible candidates residing in California. All telework/hybrid schedules require staff to report to the office a minimum number of days per week. Schedules are subject to change.

Currently, per the California Budget Act of 2025, all California Department of Tax and Fee Administration salaries are subject to the provisions of the State of California’s Personal Leave Program.

**Special Requirements**

Eligibility for Promotional Exams

In Addition To Meeting The Minimum Qualifications For The Business Taxes Specialist I, Competition Is Limited To Individuals Who Meet At Least One Of The Following Promotional Examination Criteria:

  • Have a permanent civil service appointment with CDTFA, or
  • Are current or former employees of the legislature for 2 or more years as defined in Government Code 18990, or
  • Are current or former non-elected exempt employees of the executive branch for 2 or more consecutive years as defined in Govt. Code 18992, or
  • Are persons retired from the United States military honorably discharged from active duty with a service disability or honorably discharged from active duty as defined in Government Code 18991\. Applicants must provide a copy of discharge papers (DD 214) for verification purposes at the time of application.

Under certain circumstances other employees may be allowed to compete under provisions of Rules 234, 235 and 235\.2\. California Code of Regulations Rules 233, 234, 235\.2 and 237 contain provisions regarding civil service status and eligibility for promotional examinations.
