Human Resources Manager

Job Summary
The Human Resources Manager is responsible for overseeing core HR functions, including policy development and enforcement, benefits and payroll administration, recruitment and onboarding, employee retention, professional development, performance management, and leave administration. This role also ensures compliance with all applicable local, state, and federal employment laws while supporting organizational goals and strategic initiatives.
Responsibilities
Recruiting, Retention, Onboarding \& Offboarding (45%)
- Develop and implement strategies to attract and retain top talent
- Partner with leadership to support talent development, retention, and succession planning
- Maintain and enhance recruiting programs and processes
- Evaluate and recommend compensation structures, promotions, and performance improvement plans
- Foster an inclusive environment for both in-office and remote team members
- Plan and support engagement initiatives that promote a strong workplace culture
- Ensure efficient onboarding, including coordination of payroll, tax, and benefits setup
- Manage offboarding processes, including exit interviews, final pay, and benefits transitions
Professional Support \& Development (20%)
- Align talent management strategies with organizational goals
- Provide coaching and guidance on complex or sensitive employee matters
- Support leadership with performance management, accommodations, and employee relations
- Identify and implement professional development opportunities
Policies \& Procedures (20%)
- Develop, update, and enforce HR policies and procedures
- Ensure compliance with federal, state, and local employment laws
- Advise leadership on best practices related to employee relations and workforce management
- Generate and analyze HR metrics and reports (turnover, staffing, compensation, etc.)
- Monitor industry and workforce trends that may impact operations
Payroll \& Benefits (13%)
- Oversee payroll and benefits programs to ensure competitiveness and compliance
- Conduct payroll reviews and submit bi-weekly payroll
- Manage open enrollment and employee time-off programs
- Serve as primary contact for HR vendors (payroll, insurance, retirement, etc.)
- Conduct audits related to payroll and benefits
Communications (2%)
- Ensure clear and timely HR communications across the organization
- Conduct annual employee surveys and share insights with leadership
Other
- Perform additional duties as assigned
Qualifications
- Strong verbal and written communication skills
- Excellent interpersonal, conflict resolution, and customer service skills
- Ability to balance organizational needs with employee support
- High level of discretion and confidentiality
- Knowledge of employment laws and HR compliance
- Strong organizational, analytical, and problem-solving abilities
- Ability to manage multiple priorities and meet deadlines
- Proficiency with Google Workspace; HRIS/payroll systems preferred
- SHRM-CP or PHR certification preferred
- Healthcare recruiting experience (RCM or administrative roles) preferred
- Familiarity with HIPAA requirements preferred
Requirements
- Bachelor’s degree in Human Resources, Business, or related field
- 3–5 years of progressive HR experience, including policy and personnel management
- 3–5 years of full-cycle recruiting experience with demonstrated success
- Experience recruiting remote employees and using ATS platforms
- Knowledge of federal and multi-state labor laws and compliance
- Experience managing payroll and benefits programs
- Experience onboarding, retaining, and supporting both onsite and remote staff
