Job Title: HR Operations Manager

Job Overview
We are seeking a highly experienced
HR Operations Manager
to lead and oversee end-to-end HR services for a large-scale workforce exceeding 10,000 employees. The ideal candidate will have strong expertise in Saudi labor regulations, HR systems, and operational excellence, with a proven track record in managing large HR teams and driving efficiency.
Key Responsibilities
- Lead and manage all HR operations and service delivery across the division.
- Oversee HR teams responsible for payroll, compensation \& benefits, recruitment, and employee relations.
- Ensure smooth onboarding and offboarding processes.
- Provide guidance and support to line managers on HR policies and employee-related matters.
- Coordinate closely with Finance and other departments to ensure payroll accuracy and data integrity.
- Monitor and analyze HR KPIs such as turnover, absenteeism, and workforce distribution.
- Ensure full compliance with Saudi labor law and internal HR policies.
- Drive employee engagement and retention initiatives.
- Review and approve HR reports and strategic recommendations for senior management.
- Identify opportunities for process improvement and enhance HR service delivery.
- Support internal and external audits and maintain accurate HR documentation.
- Manage government-related HR processes, including:
- Exit visas
- Iqama renewals
- Absconding (escape) reports via Muqeem
Required Qualifications
- Strong knowledge of Saudi labor law, and platforms such as
Qiwa, GOSI, and Muqeem
.
- Hands-on experience with ERP systems (SAP, Oracle, or Microsoft Dynamics).
- Proven ability to manage HR operations for a workforce of 10,000\+ employees.
- Excellent leadership, communication, and decision-making skills.
- Strong analytical and organizational capabilities.
Education \& Experience
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum
10 years of experience
, including at least
3 years in a managerial role
overseeing large-scale HR operations.
