Technical Enterprise Product Owner/Project Manager – 100% Remote Position (U.S. based)
ViaTrie LLC (ViaTrie) is seeking a Technical Enterprise Product Owner/Project Manager for a long-term project supporting our client, the U.S. Department of Agriculture (USDA) Office of the Chief Information Officer (OCIO) with the planning, engineering, deploying and managing of technical solutions across the enterprise and to maintain and enhance the quality and value of their services to USDA as they are experiencing a period of rapid growth.
This is a 100% remote position; however, you must be a U.S. Citizen (no Green cards or H1-Bs), based in the U.S., able to obtain a Federal Government Security Clearance and be willing and able to work core business hours 8 AM – 5 PM (Central) M-F.
Responsibilities
The successful candidate will be part of a cross-functional team and will possess strong management experience, solid technical skills and excellent communication skills including planning and implementation functions to expand an enterprise-wide cloud services program.
As a Technical Enterprise Product Owner/Project Manager, you will manage a team of DevSecOps engineers and solutions architects to analyze performance characteristics and design estimates and build out cloud-based accelerators and enterprise solutions to satisfy USDA mission objectives. USDA aims to modernize its IT solutions and establish enterprise cloud platform capabilities. Modern solutions must be future-ready, adaptable, resilient, responsive to changing business needs, and enable USDA to realize the benefits of new design approaches, features, and functionalities like modular builds, CI/CD templates, infrastructure-as-code, policy-as-code, cybersecurity resilience, access controls, and disaster recovery.
We aim for high-touch, transparent, standards-based, and compliant solutions for our customers. Our solutions include both large- and small-application portfolios with a goal to design with DevSecOps paradigms in mind.
Duties and Responsibilities include:
- Drive increased service capabilities and technical accelerators to USDA OCIO, Mission areas and customers.
- Utilize agile management practices to advance cloud product development.
- Build roadmaps, define product goals and project scopes, collect business requirements and write functional and technical specifications.
- Create total cost of ownership deliverables for phased technical solutions
- Create schedules and track deliverables and resources to drive projects to completion.
- Identify and communicate risks to stakeholders and define risk mitigation strategies.
- Work cross-functionally across USDA and OCIO groups to identify impacts on processes and business value for enterprise approaches, developing implementation plans and success objectives.
- Define the program governance (controls).
- Facilitate appropriate technical solutions and provide reviews of the team’s designs, code, migration plans, technical solutions, and other work products.
- Present recommendations and analysis of alternatives to USDA managers and leaders.
- Conduct IT services architecture planning and engineering necessary to design and deploy an enterprise Cloud program.
· Collaborate with other USDA OCIO departments and USDA Mission Areas to integrate their enterprise solutions and standards into products and services.
- Manage staff and assign resources to maximize delivery across projects.
- Coordinate projects and interdependencies.
Requirements
· 10\+ years of experience in IT project management with solution experience across a myriad of enterprise architectures and ecosystems.
· Experience designing, implementing, and operating cloud ecosystems in AWS and/or Azure.
· Experience working in and analyzing cloud-based environments.
· Knowledge of managing operations for cloud or SaaS environments.
· Ability to develop cloud technical operational procedures and manage team execution of procedures.
· Comprehensive technical expertise in a variety of DevSecOps technologies, including Jenkins, GitHub Actions, Jira, SonarQube, Terraform, Harness, Git/Version Control Software.
· Hands-on experience leading a team to optimize cloud platform architectures and calculate, monitor and optimize spend.
· Strong organizational and project management skills. Ability to manage multiple tasks and priorities efficiently. Proficiency in maintaining organized records and filing systems.
· Excellent communication and interpersonal skills. Verbal and written communication abilities to interact with various stakeholders to convey information clearly and professionally. Strong ability to build and maintain positive relationships with colleagues, clients, and stakeholders.
Preferred Qualifications
· Hands-on experience in a product owner role gathering requirements, defining functionality, setting metrics, and tracking delivery execution, user outcomes, and business impact.
· Prior experience developing and implementing architectural and data deliverables in an enterprise cloud environment for a large-scale Federal government agency.
- Good working knowledge of and experience with FISMA and implementing FedRAMP standards and compliance requirements (NIST).
- Experience with cloud migration projects for custom applications.
- Experience with Agile release methodology.
- PMI - PMP Certification
- Experience with cloud operations and management best practices for optimized, cost-effective cloud deployments.
- Good interpersonal skills including the ability to collaborate effectively, combined with excellent written and oral communication skills in English.
- Expert working knowledge of the Microsoft Office product suites.
- Bachelor’s degree in computer science, information technology, or related discipline.
