Overview:
ACS Professional Staffing is looking for an employee to work on-site with our client. This Business Analyst 3 will support governance and program operations by coordinating logistics, tracking deliverables, managing documentation, and preparing status updates. The role facilitates cross functional teams in process analysis, requirements gathering, and continuous improvement initiatives. Responsibilities include analyzing current and future state processes, developing requirements and recommendations, and supporting project planning, testing, and implementation. The analyst will collaborate with stakeholders and subject matter experts to drive alignment, data quality, and effective business solutions.
This full-time position is located in Vancouver, WA.
Pay Rate: $45\.08 - $64\.41

Responsibilities:
- Provide comprehensive support to the Telecom Governance Board and related programs by coordinating logistics, maintaining schedules and documentation, tracking deliverables, managing communications, and preparing status updates for board members, stakeholders, and sponsors. Support business capability development and implementation through program coordination, technical writing, reporting, time management, and project management assistance.
- Facilitate large cross-functional teams in problem-solving, process improvement, and continuous improvement initiatives using industry methodologies such as Kanban and similar models. Conduct organizational maturity assessments, identifies gaps, and develops maturity roadmaps aligned with management objectives. Collaborate with internal and external partners to drive alignment on telecom business goals, governance models, tools, and success roadmaps.
- Perform business and process analysis by researching background information, interviewing stakeholders and end users, gathering and documenting requirements, and presenting solution recommendations to management and executives. Work closely with subject matter experts and cross-functional teams to conduct root cause analysis, lessons learned, and identify improvement opportunities. Support planning, development, implementation, and change management for approved initiatives, projects, and studies.
- Lead current-state and future-state process mapping, value stream analysis, and working sessions to validate requirements and facilitate decision-making across the Transmission Technology and value chain. Perform full lifecycle analytical activities including requirements definition, validation, documentation, testing support, and implementation assistance. Develop use cases, process models, workflows, and supporting documentation, ensuring traceability between business requirements, acceptance criteria, and testing plans.
- Support program and project managers with analysis-focused scheduling, planning, and risk mitigation. Maintain strong stakeholder relationships, manages requirement changes, resolves conflicting priorities, and builds consensus across teams. Produce key deliverables such as requirements documentation, process diagrams, workflow maps, project plans, and change management artifacts, supporting training, knowledge transfer, and business continuity.
- Provide information quality control and stewardship by assessing data quality needs, identifying process gaps, recommending cost-effective improvements, and developing performance metrics and executive dashboards. Deliver briefings to staff and management on information quality best practices.
- Support data calls and industry surveys by coordinating inputs, analyzing documentation, drafting responses, and reporting on performance. Maintain accurate records, process artifacts, and filing systems in compliance with Information Governance, Lifecycle Management, and Information Security standards, ensuring audit readiness and data integrity.
Requirements:
- Associate’s or Bachelor’s degree in Business Administration, Management, Accounting, Computer Science, Engineering or a directly-related technical field is preferred.
- 8 years of experience required with a Bachelor’s degree in a directly-related field.
- 10 years of experience required with an Associate’s degree in a directly-related field.
- 12 years of experience is required without an applicable degree.
- Direct work experience and knowledge of business analysis and change management principles and methodologies with a solid understanding of how people go through a change and the change process.
- Proficiency with Microsoft Office Suite products, including MS Word, PowerPoint, Excel, and Outlook.
- Experience working with senior executive leaders, various management and supervisory levels, as well as front line employees.
- Technical interviewing skills:
- Possess functional/process interviewing skills in the business environment.
- Possess ability to facilitate groups through process design and requirements gathering sessions.
- Possess analytical skills to analyze data, identify quality assurance/quality control issues, and identify failure or maintenance trends.
- Strong technical writing skills and the ability to present information in various forms such as textual, graphical and statistical.
- Experience with project management, tools and phases of the project lifecycle.
- Experience in the telecommunications or electric utility industry.
- Ability to distinguish key interactions and connectives among technical solutions involving hardware, networks, telecommunications, controls, security and applications.
- Skilled in the definition and development of operational governance models to enable programmatic change.
- Experience with large-scale organizational change efforts and change management.
- Adept in pursuit of root cause analysis, missing information and data requirements and obtaining results.
- Valid U.S. Driver’s License is required.
