Working closely with business and technical stakeholders, the role helps translate processes and data needs into precise, actionable requirements that guide solution design and implementation. Through careful examination of data flows, integration points, and potential gaps, it ensures teams have the information necessary to build reliable, scalable systems grounded in accurate and complete data.
By maintaining high‑quality documentation and supporting cross‑functional alignment, this role strengthens project outcomes and contributes to consistent, traceable, and well‑understood system behaviors. Its work enhances data integrity, reduces risk, and supports the organization’s ability to deliver systems that meet business objectives and operate effectively within complex data environments.
Key Responsibilities
Business Analysis and Integration Planning Support
● Gather, analyze, and document business, operational, clinical, and technical requirements.
● Facilitate stakeholder interviews, workshops, and requirements elicitation sessions.
● Develop business process maps, workflows, use cases, and gap analyses.
● Identify opportunities for process improvement and operational efficiencies.
● Translate business needs into functional and non-functional requirements.
● Support product evaluation, selection, and implementation planning activities.
● Analyze future integration requirements with MHS GENESIS and JOMIS environments.
● Document interface, interoperability, data exchange, and workflow requirements.
● Collaborate with technical architects, integration teams, and stakeholders to identify dependencies and constraints.
● Support data governance, security, privacy, and compliance assessments.
● Manage data dependency identification, risk, and remediation tracking.
● Assist in developing integration roadmaps and transition strategies.
● Perform data gap analysis

● Create data dependency registers
Product Evaluation \& Assessment
● Develop evaluation criteria, scoring methodologies, and assessment frameworks.
● Conduct comparative analyses of healthcare technology solutions and vendors.
● Assess product capabilities against organizational requirements and future-state architecture.
● Identify integration considerations, interoperability requirements, and implementation risks.
● Support demonstrations, proof-of-concept activities, and vendor assessments.
● Prepare recommendations and executive decision-support materials.
Technical Writing
● Produce clear, concise, and comprehensive project documentation including:
○ Business Requirements Documents (BRDs)
○ Functional Requirements Specifications (FRS)
○ Concept of Operations (CONOPS)
○ Standard Operating Procedures (SOPs)
○ Process Flow Diagrams
○ Gap Analysis Reports
○ Evaluation Reports
○ Executive Briefings
○ Acquisition Support Documentation
○ Integration and Transition Planning Documents
● Ensure documentation complies with organizational standards and governance requirements.
● Maintain document version control and traceability.
Financial Analysis
● Develop cost-benefit analyses and return-on-investment (ROI) assessments.
● Perform total cost of ownership (TCO) evaluations for candidate solutions.
● Analyze licensing, implementation, support, maintenance, and lifecycle costs.
● Support budget planning and financial forecasting activities.
● Develop business cases and funding justification packages.
● Identify financial risks and cost optimization opportunities.
Required Qualifications
● Bachelor's degree in Business Administration, Information Systems, Healthcare Administration, Finance, or a related field.
● 5\+ years of experience as a Business Analyst supporting healthcare, government, defense health, or enterprise technology initiatives.
● Demonstrated experience conducting product evaluations, market assessments, and solution comparisons.
● Strong technical writing skills with experience producing formal project documentation.
● Experience performing financial analysis, business case development, ROI, and TCO assessments.
● Experience facilitating stakeholder meetings and requirements workshops.
● Knowledge of healthcare information systems, interoperability standards, and enterprise applications.
● Proficiency with Microsoft Office Suite, Visio, SharePoint, and collaboration tools.
Preferred Qualifications
● Experience supporting Department of Defense (DoD), Defense Health Agency (DHA), federal healthcare, or military health programs.
● Familiarity with MHS GENESIS workflows, architecture, and integration considerations.
● Familiarity with JOMIS business processes and enterprise systems.
● Experience with healthcare interoperability standards including HL7, FHIR, and API-based integrations.
● Knowledge of project management methodologies including Agile and Waterfall.
● CBAP, PMI-PBA, PMP, Lean Six Sigma, or equivalent certification.
● Experience supporting business development activities in the federal sector.
