This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Business Analyst- Child Welfare based in the United States.
This role offers the opportunity to support meaningful technology modernization initiatives that improve services for children, families, and communities.
You will act as a bridge between business stakeholders and technical teams, helping transform complex needs into effective technology solutions.
The position focuses on analyzing processes, defining requirements, and supporting the delivery of child welfare systems and digital improvements.
You will collaborate with subject matter experts, government stakeholders, implementation partners, and Agile delivery teams.
This role provides the opportunity to contribute to impactful public sector projects while applying strong analytical and problem-solving skills.
Working in a collaborative consulting environment, you will help shape solutions that improve operational efficiency and support better outcomes for vulnerable populations.
Accountabilities
The Business Analyst will support technology consulting initiatives by analyzing business needs, improving processes, and ensuring successful delivery of solutions. This role requires close collaboration with stakeholders, technical teams, and project partners to define requirements, support Agile delivery, and drive continuous improvement.
- Gather, analyze, document, and validate business, functional, technical, policy, and operational requirements.
- Develop and maintain user stories, acceptance criteria, functional specifications, process documentation, and requirements traceability.
- Collaborate with business stakeholders, child welfare subject matter experts, implementation vendors, and technical teams throughout project delivery.
- Support backlog refinement, prioritization, and management activities to align solutions with business objectives.
- Guide teams in applying Agile principles and practices, supporting continuous improvement and effective collaboration.
- Participate in Scrum ceremonies, stakeholder meetings, and cross-functional project coordination activities.
- Analyze business processes, performance metrics, and operational data to identify gaps, risks, inefficiencies, and improvement opportunities.
- Support system testing, user acceptance testing, data validation, and solution quality assurance activities.
- Maintain project documentation, system documentation, and delivery metrics.
- Assist with project governance, business analysis processes, and modernization efforts for child welfare technology systems.
Requirements
The ideal candidate has experience in business analysis, technology consulting, and government or human services systems. This individual should be comfortable working with diverse stakeholders, translating complex requirements into actionable solutions, and supporting Agile project delivery.
- Bachelor’s degree required; an additional four years of relevant experience may be considered in place of a degree.
- 3-5 years of business analysis experience supporting child welfare, CCWIS, case management, human services, or related government technology systems.
- Experience gathering, analyzing, documenting, and managing business and functional requirements in Agile environments.
- Experience developing user stories, acceptance criteria, process documentation, and requirements management artifacts.
- Experience supporting Agile teams through Scrum ceremonies, testing activities, and cross-functional collaboration.
- Strong analytical, problem-solving, and critical thinking skills with the ability to interpret data and identify solutions.
- Ability to communicate complex business, policy, operational, and technical information to diverse audiences.
- Strong stakeholder management skills with the ability to collaborate with business leaders, vendors, technical teams, and program stakeholders.
- Experience coordinating activities across multiple teams in a fast-paced project environment.
- Knowledge of child welfare programs, case management platforms, or CCWIS modernization initiatives is preferred.
- Agile certification such as SAFe or Scrum certification is a plus.
- Must be a U.S. citizen or Green Card holder and able to successfully complete a government background check.
