POSITION OVERVIEW
CTA is seeking Business Process Consultants to support a government operational transformation program. In this role, you will partner with government program offices to analyze existing workflows, document current and future operational states, identify inefficiencies and improvement opportunities, and develop clear, actionable recommendations that improve service delivery effectiveness and align operations with modernized technology platforms and policy requirements.
SCOPE OF WORK
Business Process Consultants will conduct end-to-end process assessments across targeted government program areas using structured analysis and facilitation methods. The role involves facilitating requirements-gathering sessions with operational staff and program managers, documenting current and future workflows, mapping data flows, writing business requirements documents, and producing deliverables that guide system implementation teams. Consultants work closely with the Lead BPC and government stakeholders to ensure all work products are actionable, policy-compliant, and aligned with program constraints.
KEY RESPONSIBILITIES
- Conduct structured interviews and workshops with program staff to document current-state (as-is) processes
- Develop clear, accurate as-is and to-be process flow diagrams using BPMN or Visio
- Perform a comprehensive gap analysis between current operations and target-state requirements
- Identify process bottlenecks, manual workarounds, redundant steps, and automation opportunities
- Write business requirements documents (BRDs), functional specifications, and use cases
- Support user acceptance testing (UAT) by validating that system behavior aligns with redesigned process flows
- Develop process training materials, quick reference guides, and standard operating procedures (SOPs)
- Track open action items, deliverable milestones, and risks; provide timely status updates to the Lead BPC
REQUIRED QUALIFICATIONS
- 3\+ years of business process analysis, operations consulting, or business systems analysis experience
- Proficiency in process documentation and modeling using BPMN 2\.0, Visio, Lucidchart, or equivalent tools
- Experience facilitating stakeholder interviews and requirements-gathering workshops
- Demonstrated ability to produce clear, well-structured BRDs, functional specs, and process maps
- Familiarity with gap analysis and root cause analysis methodologies
- Experience supporting UAT activities or organizational change management
- Bachelor's degree in Business Administration, Public Administration, Information Systems, or related field; equivalent experience accepted
PREFERRED QUALIFICATIONS
- Government program or regulated-industry consulting experience
- Lean Six Sigma Yellow or Green Belt certification
- CBAP or PMI-PBA certification
- Experience with workflow automation tools or low-code platforms
JOB SPECIFIC KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of business process improvement methodologies (Lean, Six Sigma, or BPR fundamentals)
- Knowledge of requirements management practices and traceability across project phases
- Skill in facilitating productive requirements sessions with diverse operational stakeholder groups
- Skill in producing professional, client-ready written deliverables under deadline pressure
- Ability to manage multiple concurrent workstreams and adjust priorities as program needs evolve
- Ability to translate operational complexity into clear, structured process documentation
