The Senior Project Manager is the point of contact for the City’s Traffic Infrastructure Construction and Maintenance within the Traffic \& Parking Services Division of the Public Works Department. Duties include, managing, directing, and supervising technical staff activities ensuring compliance with Federal, State and Local requirements.

Job Duties and Responsibilities

  • Manage units within the Traffic \& Parking Services Division of the Public Works Department, taking responsibility for construction and maintenance management.
  • Develop procedures and manage staff to ensure efficient work efforts and quality output.
  • Manage, direct, and supervise technical staff engaged in the installation and maintenance of public infrastructure including electrical systems and signing, painting and marking infrastructure within the Public Right-of-Way.
  • Negotiate, draft, manage and administer contracts and agreements with consultants, contractors, and external organizations from preparing proposals to negotiating and finalizing contracts and amendments, to achieve goals and protect the City's interest in various projects.
  • Supervise and participate in developing proposals, rule revisions, ordinances, and formal documentation for review and approval by elected officials and governing bodies.
  • Make policy and funding recommendations to the City Engineer and City Council Committees.
  • Maintain working knowledge of City Standards and Specifications.
  • Maintain working knowledge of new and existing types of construction methods, equipment, materials, labor techniques and specialty contractors.
  • Develop professional relationships with other agencies, private sector and others involved in developing infrastructures.
  • Communicate with City Council, residents, and other government agencies. Identify issues and communicate concerns to all interested parties so that appropriate action can be taken. Represent the City in a technical capacity in meetings and on various committees.
  • Prepare and deliver presentations to various groups, citizens, elected officials, and staff.

WORKING CONDITIONS:

Regular Indoor Office Setting, and some outside field work.

MINUMUM QUALIFICATIONS:

Bachelor’s Degree in Civil Engineering, Project Management or equivalent

MINUMUM EXPERIENCE:

Six years’ experience performing duties closely related to those described above.

The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title, if the current employee has not had an administered background check within the past year.   • Strong knowledge of modern supervisory techniques with the ability to delegate tasks and assignments.
  • Strong knowledge of budgeting, contract law, and managerial accounting.
  • Strong project management skills, including budgeting and evaluating financing alternatives.
  • Strong interpersonal and public relations skills.
  • Ability to communicate complex issues effectively, both verbally and in writing, including the skill to make presentations.
  • Leadership skills with the ability to manage multiple projects and activities.
  • Ability to recruit competent personnel, train them effectively, and supervise personnel for efficient performance and high morale.
  • Knowledge of computer software and information systems used to facilitate program management.

Health insurance

Eligibility for benefits begins the first of the month following employment date. Dental insurance

The City of Minneapolis offers dental insurance through Delta Dental of Minnesota and pays 100% of the monthly premium for eligible employees.

Life insurance

The city provides basic life insurance of one times your annual salary up to $50,000\. You can elect to purchase optional life insurance.

Paid time off

Our generous leave package includes vacation, holidays and paid sick leave, which gives employees the opportunity to enhance their quality of life outside work. Amounts and accrual rates are based on years of experience and collective bargaining agreements.

Paid parental leave

City employees are eligible for up to 12 weeks of paid parental leave in the event of a birth or placement for adoption of a child.
