This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Cloud Program Manager based in the United States.
This role sits at the center of a large-scale federal cloud modernization initiative, where you will oversee program execution, governance, and performance across multi-cloud environments. You will be responsible for aligning cross-functional teams spanning engineering, security, FinOps, and operations to ensure seamless delivery of mission-critical cloud services. The position combines strategic leadership with hands-on program oversight, requiring strong financial, operational, and stakeholder management skills. You will serve as the primary liaison with senior government leadership, ensuring transparency, compliance, and delivery excellence across all program areas. This is a high-visibility role where your decisions directly impact modernization outcomes, operational efficiency, and service quality. It is well suited for a seasoned program leader who thrives in complex, regulated, and mission-driven environments.
Accountabilities
- Provide end-to-end program leadership for large-scale federal cloud services, ensuring compliance with regulatory, contractual, and security requirements.
- Oversee program strategy, execution planning, resource allocation, and performance tracking across multi-cloud environments.
- Serve as the primary point of contact for senior government stakeholders, including contracting and oversight leadership.
- Manage cross-functional teams across architecture, engineering, security, governance, automation, and FinOps.
- Lead financial oversight including budgeting, forecasting, reporting, and contract performance management.
- Drive risk management, issue resolution, and continuous improvement initiatives across program operations.
- Ensure staffing, workforce planning, and performance management align with program objectives.
- Monitor program KPIs and ensure delivery of high-quality, compliant, and efficient cloud services.
Requirements
The ideal candidate brings extensive IT program management experience with a strong background in leading large-scale cloud or infrastructure programs in complex, regulated environments. You should be comfortable managing high-visibility government programs with significant financial and operational responsibility.
- 10\+ years of IT program management experience.
- 5\+ years leading large-scale cloud services programs or contracts ($20M\+ annual value).
- Master’s degree in Business, IT, Computer Science, or a related field.
- PMP, ITIL v4, or equivalent certification required.
- Strong experience in federal cloud modernization or enterprise cloud environments.
- Proven ability to lead multidisciplinary technical and operational teams.
- Strong financial management skills including budgeting, forecasting, and performance tracking.
- Excellent leadership, communication, and stakeholder management abilities.
- Ability to manage complex priorities in high-pressure, mission-critical environments.
- Familiarity with federal acquisition, governance, and compliance frameworks.
