Ignite Digital is seeking an experienced Mid‑Level Business Analyst to support a US Navy data analytics, cloud modernization, and IT transformation program in Norfolk, VA. The ideal candidate will serve as a critical liaison between mission stakeholders and technical teams—helping define requirements, improve workflows, and ensure analytic and digital solutions deliver mission impact.

Position Overview

This role is responsible for eliciting, analyzing, validating, and documenting both business and functional requirements for complex data analytics initiatives. The Business Analyst will work independently on significant project components, facilitate stakeholder engagement, contribute to process improvement, and create user‑focused documentation to support solution adoption. You will help bridge the gap between mission needs and technical execution, ensuring the Navy receives high‑quality, actionable digital capabilities.

Key Responsibilities

  • Lead requirements‑elicitation workshops and conduct stakeholder interviews to uncover mission needs, constraints, and desired outcomes.
  • Analyze existing business processes and workflows, identifying opportunities for improvement, optimization, and automation.
  • Author clear, concise Business Requirements Documents (BRDs), user stories with acceptance criteria, and functional specifications for data‑driven solutions.
  • Develop detailed process models (BPMN or similar), wireframes, and data‑flow diagrams to support requirement clarity.
  • Facilitate requirements validation sessions and manage changes to the requirements baseline throughout the project lifecycle.
  • Collaborate closely with developers, data engineers, and QA testers to ensure shared understanding of requirements and adequate test coverage.
  • Conduct data analysis to support requirements definition, feasibility assessments, and solution evaluation.
  • Develop and maintain user‑facing training materials such as user guides, job aids, quick‑start documentation, and release notes.
  • Use Jira, Azure DevOps, MS Teams, and similar collaboration platforms to manage backlogs, document requirements, and support cross‑functional communication.

Required Skills \& Experience

  • 4\+ years of experience in a business analysis role, preferably supporting data or IT modernization projects.
  • Demonstrated expertise in requirements elicitation, requirements management, stakeholder engagement, and process modeling.
  • Strong understanding of Agile (Scrum/Kanban) and/or Waterfall methodologies.
  • High proficiency with Jira, Azure DevOps, and MS Teams for requirement tracking and collaboration.
  • Competency in SQL for data exploration and validation strongly desired.
  • Strong analytical thinking, communication skills, and ability to translate mission needs into actionable specifications.

Education \& Certifications

  • Bachelor’s degree in a related field (e.g., Statistics, Mathematics, Computer Science, Economics, Business Administration, or similar).

Security Clearance

  • Active DoW SECRET clearance required.

Salary: $80k\+ to align with education and experience.
