to recruit an experienced
Commercial Manager
to provide strategic commercial leadership and oversee the governance, performance and delivery of GAWB’s major contracts.
Gladstone Area Water Board (GAWB) is a commercial Statutory Authority constituted under the Water Act 2000, responsible for delivering a safe, secure and reliable bulk water supply to the Gladstone Region. GAWB owns and operates Awoonga Dam on the Boyne River, along with an extensive network of pipelines, water treatment plants and bulk water infrastructure supporting major industrial customers and the broader community.
With a strong focus on sustainable operations, innovation and continuous improvement, GAWB plays a critical role in supporting the region’s economic growth while ensuring long-term water security.
About the Role
Reporting to the General Manager - Network, the Commercial Manager will provide strategic leadership across GAWB’s major commercial agreements, with a key focus on contract governance, contractor performance management and commercial assurance.
This role will initially play a critical role in establishing the commercial framework for the FGP Operations \& Maintenance Agreement, ensuring effective contract delivery, strong governance practices, value-for-money outcomes and alignment with organisational objectives.
Working closely with senior leaders, Finance, Legal, operational teams and contractors, you will provide expert commercial advice, manage complex contractual matters, oversee financial performance and support the ongoing maturity of GAWB’s Contract Management Framework.
This is a senior commercial leadership opportunity suited to an experienced contracts professional who thrives in complex infrastructure, utilities or government environments.
Key Accountabilities
- Lead the commercial management and governance of GAWB’s major contracts
- Establish and maintain effective contract management frameworks, processes and reporting systems
- Manage contractor performance against agreed KPIs, service levels and contractual obligations, including payment claims, variations, disputes and risk management
- Provide strategic commercial advice, analysis and recommendations to the Executive Leadership Team, Board and key stakeholders
- Oversee financial and commercial performance, including forecasting, reporting, cost optimisation and continuous improvement initiatives
- Lead procurement activities, contract negotiations and commercial evaluations to support effective contracting strategies
- Build strong relationships with contractors and internal stakeholders while mentoring and supporting the uplift of contract management capability across GAWB
Essential Experience / Capabilities
- Degree qualification in Business, Commerce, Law, Accounting or a related discipline
- Demonstrated commercial leadership experience within infrastructure, utilities, resources or government environments
- Strong understanding of contract governance, commercial risk management, procurement, negotiations, variations, claims and dispute resolution
- Proven financial management capability, including forecasting, reporting, and cost analysis
- Experience developing procurement strategies, managing tender processes and supporting contract formation
- Highly developed stakeholder engagement, influencing and leadership skills
- Advanced proficiency with MS Office and enterprise systems
Desirable
- Experience within water, utilities or major infrastructure operations
- Experience using TechnologyOne or similar ERP systems
- Previous experience working within a regulated government environment
