The Office of Enforcement (OENF) is dedicated to ensuring regulatory compliance and protecting public and environmental interests through rigorous inspection programs, timely enforcement actions and transparent oversight. The Office emphasizes proactive monitoring, consistent regulatory enforcement and transparent reporting. Its operations are designed to uphold compliance standards, swiftly address violations and maintain trust and accountability within Louisiana’s regulated community.

OENF consolidates all inspectors and enforcement staff into one office to maximize efficiency, consistency, and accountability. District inspectors, pipeline safety, UIC, coastal field services, and mining enforcement now operate under a unified structure that emphasizes cross-training, career progression, and consistent enforcement decisions. The office issues compliance orders, oversees damage prevention, and coordinates with Revenue, DEQ, and Wildlife \& Fisheries for joint enforcement. Leveraging data analytics, automation, and tools like drones and sensors, OENF implements a proactive, risk-based enforcement model that prioritizes public safety while ensuring fair treatment of good operators.

Minimum Qualifications

A bachelor's degree in one of the following fields: biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus four years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR

A master's degree in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus three years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR

A Ph.D. in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus two years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology.

Job Duties:

Job Duties and Other Information

As a Coastal Resources Scientist Manager, You Will Manage The Ecology Section Of The Inspections Division Of The Office Of Enforcement And Thereby Ensure Effective Implementation Of The Coastal Management Program. In Addition, The Incumbent Of This Position Will Perform Field Investigations As Necessary On High-priority Projects As Well As Drafting And Issuance Of Enforcement Actions. Additional Duties Include, But Are Not Limited To The Following:

• Directs all operations of the field services program of the section, including field investigations, and notifies the Office of Permitting, Compliance Division, about potential issues found.
• Incumbent establishes standard operating procedures for field staff and other programs which are used by staff and by the regulated community to ensure compliance with rules and regulations
• Develops systems for tracking activities and provides reports of those activities to the Administrator
• Trains and supervises personnel and ensures that staff follow standard operating procedures and properly document activities
• Assists in the development and implementation of administrative and regulatory policy decisions; participates in the development of division comprehensive management plans, grants, strategic plans, operational plans, performance indicators, etc.
• Coordinates, attends and/or directs meetings with the public, governmental agencies and the regulated community to discuss enforcement actions and field services activities
• Assists the Administrator in developing technical information to aide in representing the Department before legislative committees for regulation development and legislative inquiries
• Maintains a high level of expertise and familiarity with existing and politically sensitive state and federal regulations or politically sensitive projects, and apprises higher level personnel of potential problems.
• Coordinates with other Offices within the Department and other governmental agencies to ensure the successful implementation of the Coastal Management Program
• Maintains continuous liaison and coordinates activities with other local, state, and federal agencies. Analyzes existing and proposed state and federal legislation to determine potential impacts; drafts legislative action.
