Location: Primarily Remote (Travel to Harrisburg, PA required during key project phases)
Duration: Long-Term Contract
Work Hours: 40 Hours/Week
Position Overview
The Pennsylvania Turnpike Commission (PTC) is seeking an experienced Technical Business Analyst with strong expertise in credit card and digital payment processing. The ideal candidate will gather and document business requirements, support payment system implementations, collaborate with cross-functional teams, and ensure secure, compliant payment solutions while working in an Agile environment.
Required Skills
- 4–7 years of experience as a Business Analyst or Technical Business Analyst with a strong focus on credit card or digital payments processing
- Deep knowledge of the payments ecosystem (card networks, issuers, acquirers, payment gateways, and processors)
- Experience with payment authorization, clearing, settlement, refunds, and tokenization
- PCI-DSS compliance, encryption, and tokenization concepts
- Strong understanding of REST APIs and API documentation
- Experience writing BRDs, FRDs, User Stories, Use Cases, Process Maps, and Data Flow Diagrams
- Agile/Scrum experience using Azure DevOps
- Excellent communication and stakeholder management skills

Key Responsibilities
- Gather, analyze, and document business and functional requirements for credit card and digital payment solutions.
- Create BRDs, FRDs, User Stories, Process Flows, Data Mapping Documents, and Use Cases.
- Analyze payment lifecycle processes including authorization, settlement, refunds, tokenization, fraud management, and chargebacks.
- Collaborate with engineering, product, compliance, risk, operations, and external payment vendors.
- Support SIT, UAT, Regression Testing, defect management, and production validation.
- Ensure payment solutions comply with PCI-DSS and industry standards.
- Facilitate Agile ceremonies, stakeholder workshops, and requirements sessions.
- Support go-live activities, Hypercare, production issue resolution, and API integration documentation.
